    Job Description

    This position performs work requiring advanced knowledge which is predominantly intellectual in character and which routinely exercises discretion and judgment. The advanced knowledge is in a field of science or learning and gained through a prolonged course of specialized intellectual instruction, experience, and expertise acquired in the field.

     

    This position provides leadership in evaluation, planning, organization, and execution of assigned project requirements. Reviews engineering drawings and specifications to implement and execute all related pre-commissioning, commissioning, and start up practices, tools, techniques, and programs to achieve contractual compliance.

    Principal Job Duties & Responsibilities

    + Develop and implement turnover, pre-commissioning, and equipment preservation processes.

    + Assist Construction Management with planning and scheduling activities.

    + Establish system boundaries, scope of work, and pre-commissioning execution plans

    + Establish project specific written pre-commissioning procedures

    + Review engineering drawings and specifications to implement pre-commissioning procedures, tools, techniques, and programs

    + Review engineering drawings and develop temporary execution plans in order to advance the project schedule

    + Support process system walkdowns and turnover

    + Plan and organize own work assignments, as well as carry out tasks from management staff

    + Maintain compliance with all applicable policies, procedures, and global standards

    + Adhere to and support Fluor's Health, Safety & Environmental policies

    + Provide leadership in evaluating, planning, organizing, and executing project requirements

    + Develop and implement detailed and integrated pre-commissioning processes and plans

    + Ensure compliance with all environmental permits limits and support regulatory reporting requirements

    + Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action

    + Other duties as assigned

    Basic Job Requirements

    • Accredited four (4) year degree or global equivalent in applicable field of study and twenty (20) years of work-related experience or a or a combination of education and directly related experience equal to twenty-four (24) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

    • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders

    • Job related technical knowledge necessary to complete the job

    • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

    • Ability to attend to detail and work in a time-conscious and time-effective manner

    Other Job Requirements

    • Must be able to provide proof of US citizenship

    • Utilize insight and experience to provide recommendations on strategy, best practices and other operational issues

    • Collaborate with Fluor functional leaders to implement continuous improvement initiatives consistently across offices and projects

    • Understand the current capabilities of automation tools and ensure that they are being utilized to the full benefit of the department and project

    • Support sales efforts by assisting in sales presentations, estimates and proposals including negotiating commercial terms

    • Develop and execute the appropriate section of the project procedures manual for the project assigned

    • Maintain a safe work environment by administering a proactive environmental, health and safety program oriented towards pre-commissioning, commissioning, operation and maintenance, and start up activities and zero accidents

    • Improve personal technical, commercial, and organizational knowledge and skills as required, participate in client, supplier, partner, and/or subcontractor meetings to assist in strategies to win projects or resolving issues

    • Align and incorporate new team members through coaching and/or other orientation practices

    • Work jointly with Fluor organizations, manage needs, performance appraisals, salary administration, training, and professional development of commissioning and start up resources, ensuring that every employee has annual written performance feed-back

    • Fulfill contract and Operating System Requirement (OSR)/Operating System Implementation Plan (OSIP) requirement by ensuring that the duties and responsibilities of the project contract are clearly defined, documented and followed by the Fluor team

    • Develop and adhere to site business plan by monitoring budgets, performance and utilization, and provides periodic reporting for the respective site

     

    Compensation Data

     

    Salary Range: $160,000.00 to $302,000.00

     

    Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

    Preferred Qualifications

    + Work experience with functional knowledge of all areas of plant/facility pre-commissioning, commissioning, operations and/or maintenance and start up technology with twelve (12) years of operations, maintenance, turnover, outage, pre-commissioning, and/or applied home office experience

    + Twelve (12) years of experience in discipline execution and/or pre-commissioning, commissioning and startup activities

    + Ability to build effective relationships with client, project management, engineering, construction, and vendor personnel

    + Proficient understanding and use of Microsoft (MS) Office suite of software programs, Knowledge management portals and communities and Primavera,

    + Demonstrated leadership skills necessary to achieve business and project results

    + Outstanding written and verbal communication skills

    + Demonstrated ability to develop successful professional relationships and become a team player as a sole contributor within the team
