The Benefit and Wellbeing Manager will oversee and direct the planning, execution, and ongoing administration of the City’s comprehensive employee benefit programs, including health, dental, life, disability, retirement, and wellness initiatives. The role involves managing a diverse range of complex responsibilities requiring independent judgment, discretion, and a thorough understanding of federal, state, and local laws, regulations and policies related to employee benefits administration and a strong commitment to overall employee wellbeing.
The Ideal Candidate
We are looking for someone who has:
+ The ability to build relationships across the various City departments to fully understand each unique workforce and how City benefit and wellbeing programs can enhance employee engagement.
+ A commitment to ensure benefit and wellbeing programs are administered in a cost-effective manner and are aligned with the City’s strategic goals.
+ Demonstrated strong emotional intelligence and skill in exercising diplomacy, discretion and tact in dealing with sensitive, complex and highly confidential issues and situations.
+ Strong analytical skills in using metrics and research to identify trends and underlying issues to support recommendations.
+ Proven track record in finding creative solutions to complex situations and being a strong strategic partner to organizational leaders.

Examples of Duties Performed - Duties may include but are not limited to the following
Benefits Administration
+ Plans, supervises and leads in the administration of the City’s complex employee benefit programs including health, dental, vision, disability, group and supplemental life insurance, flexible spending, health reimbursement, EAP and deferred compensation.
+ Monitors benefit programs cost and trends and recommends appropriate actions to mitigate cost and trend impacts; reviews comprehensive claims data and recommends premium rates, stop loss levels, and provides input for internal fund development.
+ Works collaboratively with the Employee Resource Center (ERC) Director to develop strategy in managing self-funded health claims fund to ensure well-balanced, cost-effective benefits programs.
+ Coordinates the selection process for outside consultants; collaborates with outside consultants to solicit, review and assess quotes, manage accounts, address issues and assist with the development of strategic alternatives that complement employee needs pertaining to benefit programs
+ Ensures that benefit plan vendors administer plans according to design and that escalated issues are resolved in a timely fashion.
+ Maintains accurate written plan documents, amendments, handbooks, benefit summaries, summary plan descriptions and other benefit related documents; ensures employees have access to current information.
+ Develops and interprets employee benefit policies, administers contracts, audits administrative charges and claim payments made by third party administrators for self-funded benefit programs.
+ Educates employees, retirees, eligible dependents and COBRA participants about their benefits options, coverage levels, costs, eligibility, and enrollment procedures.
+ Oversees the administration of Flexible Spending Accounts (FSA), Health Reimbursement and Deferred Compensation Program.
+ Develops and distributes benefits communications and educational materials to employees, retirees and eligible dependents.
+ Maintains and audits reports for healthcare provider fees and performs annual compliance requirements including but not limited to ACA reporting and generation of 1095 documents.
+ Keeps current as to best practices in benefit administration as to changes to local, state, and federal rules, regulations and statutes regarding the administration of employee benefit programs and impact to City plans.
+ Demonstrates continuous effort to improve operations, streamline work processes and work cooperatively and jointly to provide quality seamless customer services.
+ Involved in collective bargaining negotiations, grievance resolution and arbitration as needed.
+ Act as the City’s HIPAA Privacy official, including employee HIPAA training and maintaining the HIPAA manual.
Leave Administration
+ Manages administration of absence management program including FMLA, OFLA, Paid Family and Medical Leave (PFML), and long-term disability through third-party vendor.
+ Performs all compliance requirements for Paid Family and Medical Leave such as annual equivalent plan application and periodic reporting.
+ Ensures communication between third-party vendor, supervisors and employees on leave occurs and helps to facilitate smooth and timely return-to-work process; including any coordination of ADA accommodations through other ERC program partners.
Employee Wellbeing
+ Maintains, evaluates and redesigns current wellness initiatives; researches and leads the selection of new wellness initiatives and vendors.
+ Promotes wellness resources and increases utilization of programs provided by wellness and health providers; provides strategic collaboration to department leaders on specialized wellness initiatives.
+ Maintains relationships with external wellness vendors, ensuring service levels are met and exploring opportunities for new services or improvements.
+ Develops and conducts training/communication sessions and events for employees related to benefit and wellness programs.

Minimum Qualifications
Experience
Five years of related professional experience in developing, implementing and managing employee benefit and leave programs including wellness programming, preferably in the pubic sector, including at least two years in a full supervisory role.
Education
Equivalent to a Bachelor's degree from an accredited college or university with major course work in the area of employee benefits, public administration, business administration, communications, public health, or a closely related field.
License
Valid Oregon driver’s license (or the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Supplemental Information
Bilingual Pay Benefit
This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City’s Employee Resource Center division.
Non-Represented Retirement Program
Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296. What to Expect from our Selection Process
Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required. Some positions also require applicants to have a psychological evaluation and/or physical examination and a drug test prior to employment. Salary and Benefits
The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
