    We are seeking a proactive **Environmental Health & Safety (EH&S) Manager** to champion a culture of safety, regulatory compliance, and environmental stewardship across all operations. This role leads the development, implementation, and continuous improvement of comprehensive EH&S and ESG programs, ensuring every employee—union and non-union—works in a healthy, safe, and sustainable environment. The Manager will supervise one direct report with potential to expand the team as the business grows.

    Responsibilities:

    People Management & Team Leadership

    + Provide day-to-day supervision, coaching, and performance management for one EH&S specialist; develop staffing plans as the department grows.

    + Model Harbinger’s core values of respect, dignity, inclusion, and second chances while fostering collaboration between union and non-union employees.

    + Set clear goals, delegate tasks, and ensure accountability for safety program deliverables.

    Safety Leadership & Culture Development

    + Champion a “Safety First” culture in manufacturing and field operations; embed proactive safety behaviors at every organizational level.

    + Lead regular safety audits, yard inspections, and daily site walkthroughs to identify and mitigate hazards.

    + Coordinate mass safety meetings, weekly tailgates, and toolbox talks that engage both union and non-union crews.

    OSHA & Regulatory Compliance Management

    + Ensure full compliance with federal OSHA, Cal/OSHA, and industry-specific regulations (e.g., 29 CFR 1910, 29 CFR 1926).

    + Maintain and update the Illness & Injury Prevention Plan (IIPP), Job Hazard Analyses (JHAs), LOTO procedures, and machine-guarding standards.

    + Serve as primary liaison with regulatory agencies and union safety representatives during audits or inspections.

    ESG Program Implementation & Management

    + Design and execute ESG strategies encompassing environmental impact reduction, waste minimization, and sustainable material sourcing.

    + Collect, analyze, and report ESG metrics (energy, water, GHG) for corporate sustainability reporting.

    + Engage stakeholders—including employees, suppliers, clients, and union leadership—in continuous ESG improvement initiatives.

    Workers’ Compensation & Claims Management

    + Administer workers’ compensation program: incident reporting, claims coordination, and return-to-work planning.

    + Analyze injury trends and implement corrective actions to reduce claim frequency and costs.

    + Partner with HR, supervisors, and union stewards to ensure equitable resolution for affected employees.

    Training & Program Development

    + Develop and deliver new-hire orientation, OSHA 30, and job-specific safety training modules in both English and Spanish.

    + Maintain safety certification records for equipment and personnel; schedule recertifications as required.

    + Leverage digital tools to track training completion and competency of union and non-union employees.

    Requirements

    + Education: Bachelor’s degree in Occupational Safety, Environmental Health, Industrial Engineering, or related field.

    + Certifications: OSHA 30-hour required; Certified Safety Professional (CSP) or Associate Safety Professional (ASP) preferred.

    + Experience: 5–7 years of EH&S leadership in manufacturing environments with mixed union/non-union workforces.

    + Regulatory Expertise: Deep knowledge of OSHA, Cal/OSHA, EPA regulations, and workers’ compensation laws.

    + Technical Skills: Proficiency in hazard analysis, root-cause investigation, and EH&S management systems (e.g., ISNetworld, VelocityEHS).

    + Soft Skills: Excellent communication, facilitation, and conflict-resolution abilities across diverse stakeholder groups.

    Preferred Qualifications

    + Professional certifications such as CIH, CHST, or LEED Green Associate.

    + Demonstrated success leading ESG reporting under GRI or SASB frameworks.

    + Bilingual English/Spanish communication skills.

    + Experience in modular construction or off-site manufacturing.

    Work Environment

    + Primary Location: On-site at Vallejo, CA manufacturing facility with periodic field visits.

    + Physical Demands: Regular site inspections requiring walking, standing, climbing stairs/ladders, and lifting up to 35lb of safety equipment.

    + Schedule: Day shiftwith flexibility for off-shift training, incident response, or client meetings as required.

    **Pay Details:** $100,000.00 to $1,200,000.00 per year
