Position Summary:KSA is seeking a skilledMid-Level Emergency Management Plannerto support FEMA’s Planning and Exercise Division (PED) under the Planning and Exercise Division Technical Assistance Contract (PEDTAC). The Planner will assist in the development, coordination, and refinement of deliberate and crisis action plans, working collaboratively with FEMA personnel and interagency partners to strengthen national preparedness and response capabilities.
This position requires hands-on experience in emergency planning, strong analytical and communication skills, and the ability to support multiple planning efforts simultaneously in a dynamic operational environment.

Key Responsibilities
+ Support the development, review, and update of emergency operations plans, annexes, and contingency documents in accordance with FEMA’s Six-Step Planning Process.
+ Contribute to hazard-specific planning efforts, including natural disasters, CBRN incidents, mass care, logistics, and recovery operations.
+ Assist in organizing and facilitating planning meetings, workshops, and coordination sessions with federal, state, local, tribal, territorial, and non-governmental stakeholders.
+ Conduct research, data analysis, and incorporation of best practices and lessons learned to inform planning content.
+ Assist in the preparation of planning products, briefings, and technical documentation that align with FEMA formatting, Section 508 compliance, and quality standards.
+ Coordinate inputs from various stakeholders and ensure version control of planning documentation.
+ Maintain awareness of FEMA doctrine, policies, and applicable guidance to ensure plans are accurate and compliant.
+ Collaborate with Senior Planners, geospatial analysts, and program management personnel to support assigned task orders and mission areas.
Requirements
+ Bachelor’s degreein Emergency Management, Homeland Security, Public Policy, or a related field.
+ 6+ years of experiencein emergency management planning or preparedness operations.
+ Working knowledge of FEMA planning doctrine (e.g., CPG 101, FEMA Planning Manual, NRF/NDRF).
+ Experience supporting planning teams or task forces in federal, state, or local emergency management settings.
+ Strong written and verbal communication skills, including proficiency in Microsoft Office tools (Word, PowerPoint, Excel, Outlook, SharePoint).
+ Detail-oriented with strong organizational and time management abilities.
+ U.S. Citizenship and the ability to obtain and maintain FEMA and/or DHS suitability.
+ Ability to travel up to 25%, including potential support to FEMA Regional offices or during surge operations.
Preferred Qualifications
+ Familiarity with FEMA’s Six-Step Planning Process and the National Planning Frameworks.
+ Experience supporting plan validation efforts through workshops or exercises.
+ Knowledge of geospatial tools, dashboards, or planning data systems (e.g., SharePoint-based tools, Planning Decision Support Catalog).
+ Experience working on federal contracts supporting emergency planning or homeland security missions.
