Position Overview:KSA is seeking a seasonedProgram Manager (PM)to lead a multidisciplinary team in support of theFederal Emergency Management Agency (FEMA) Planning and Exercise Division (PED)under the Planning and Exercise Division Technical Assistance Contract (PEDTAC). The PM will serve as the principal point of contact for contract execution, overseeing task order delivery across core FEMA mission areas, including planning, exercises, training, data analytics, stakeholder engagement, IT support, quality assurance, and surge operations.
The PM will provide strategic leadership, operational oversight, and programmatic coordination across multiple PED branches and task orders, ensuring consistent delivery of high-quality support services. This position requires exceptional skills in project management, stakeholder coordination, contract administration, and resource deployment within a high-tempo, national-level emergency management environment.

Travel Requirement:Up to 25-50%
Position Responsibilities:
+ Serve as the primary liaison between FEMA and the contractor team, maintaining continuous communication with the Contracting Officer Representative (COR), Task Order Managers, and other federal stakeholders.
+ Oversee execution of base and option period task orders, ensuring alignment with FEMA’s operational planning doctrine, six-step planning process, and applicable federal guidelines.
+ Lead and supervise a diverse team of planners, analysts, geospatial specialists, exercise facilitators, writers, IT developers, and administrative staff across Headquarters and Regional offices.
+ Manage all aspects of contract performance, including schedule, budget, deliverables, staffing, subcontractor coordination, and assurance in accordance with the Performance Requirements Summary (PRS).
+ Coordinate the integration and sustainment of FEMA’s Planning Decision Support Catalog (PDSC), dashboards, and standardized planning tools across multiple PED branches.
+ Support crisis action planning and surge response efforts, ensuring the team’s readiness to scale support within 48–72 hours of tasking.
+ Ensure compliance with FEMA policies, federal acquisition regulations (FAR), and Section 508 standards.
+ Provide senior-level programmatic guidance for deliberate and crisis action planning, exercise lifecycle management, training delivery, and data-driven decision support.
Requirements
Required Skills and Qualifications:
+ Bachelor’s degree in Emergency Management, Homeland Security, Public Administration, or a related field.
+ 10+ years of program management experiencesupporting federal contracts in emergency management, homeland security, or continuity planning.
+ 15+ years of experiencein emergency preparedness, response planning, or related operational fields.
+ Proven track record managing large, interdisciplinary teams and multi-year federal contracts.
+ Proficiency with project tracking, financial management, and contract reporting tools.
+ Strong interpersonal, written, and oral communication skills.
+ Ability to travel up to 25–50%and support occasional surge activations or National Response Coordination Center (NRCC) operations.
Preferred Qualifications:
+ Experience working directly withFEMA’s Planning and Exercise Division (PED) or other components of FEMA’s Response Directorate.
+ Familiarity withFEMA planning doctrine, including the National Response Framework (NRF), National Disaster Recovery Framework (NDRF), and the Six-Step Planning Process.
+ HSEEP Certification.
+ Master Exercise Practitioner (MEP) certification.
+ DoD Secret Clearance or the ability to obtain.
+ Experience supporting interagency or multi-jurisdictional planning and exercise initiatives.
+ Working knowledge of FEMA systems, including SharePoint, MS Teams, and geospatial toolsets.
