Position Summary:KSA is seeking an experiencedTechnical Writerto support the development and refinement of FEMA Planning and Exercise Division (PED) documentation under the PEDTAC contract. The Technical Writer will work closely with planners, analysts, subject matter experts, and project managers to produce high-quality written products that support national emergency preparedness, planning, training, and response initiatives.
This role requires a strong command of plain language principles, document version control, and federal writing standards, including Section 508 compliance. The Technical Writer will contribute to a wide array of deliverables, including emergency operations plans, training manuals, exercise materials, policy documents, and stakeholder engagement content.

Key Responsibilities
+ Write, edit, and format planning documents, technical manuals, reports, templates, meeting summaries, and other FEMA deliverables in accordance with FEMA style and federal plain language guidelines.
+ Collaborate with planning teams and SMEs to ensure documents are accurate, accessible, and clearly convey complex emergency management concepts.
+ Review and revise written materials for clarity, grammar, tone, consistency, structure, and visual formatting.
+ Ensure all deliverables are compliant withSection 508accessibility standards and FEMA documentation protocols.
+ Manage document version control, template consistency, and file organization using FEMA platforms such as SharePoint.
+ Support the preparation of high-quality presentation materials, executive summaries, and knowledge products for internal and external stakeholders.
+ Contribute to editorial quality as surance reviews, FEMA’s Planning Decision Support Catalog content, and surge support documentation efforts as needed.
Requirements
+ Bachelor’s degree in English, Communications, Emergency Management, or related field.
+ 5+ years of experiencein technical writing, preferably in support of federal or homeland security programs.
+ Demonstrated ability to write and edit complex materials with a focus on clarity, accessibility, and accuracy.
+ Familiarity with FEMA or DHS documentation standards and plain language writing requirements.
+ Strong attention to detail and ability to manage multiple writing tasks with competing deadlines.
+ Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, Outlook) and content management tools such as SharePoint.
+ U.S. citizenship and the ability to obtain and maintain FEMA and/or DHS suitability.
Preferred Qualifications
+ Experience supporting FEMA or emergency management programs.
+ Knowledge ofSection 508 complianceand use of accessibility review tools.
+ Familiarity with FEMA planning doctrine (e.g., CPG 101, NRF/NDRF).
+ Experience producing content for exercises, training, or operational planning.
+ Ability to work with visual designers and GIS analysts to integrate graphics into written deliverables.
