    Position Summary

    As the County’s principal labor relations expert, this position leads the planning, implementation, and administration of a comprehensive labor relations program. The Human Resources Division Director - Labor Relations serves as the chief spokesperson in collective bargaining and labor proceedings, providing strategic guidance to County management and overseeing the labor relations team. This role ensures legal compliance, fosters a collaborative labor environment, and supports the County's mission, values, and workforce goals.

    Flexible Workplace:

    This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment.     Examples of Work Performed

     

    + Strategic Leadership: Develop and implement strategic labor relations plans and negotiation frameworks. Advise County leadership on labor strategies, contract implications, and workforce trends.

    + Negotiations & Advocacy: Serve as chief spokesperson in all labor negotiations (traditional and interest-based bargaining), grievance arbitrations, mediations, and related proceedings. Negotiate collective bargaining agreements aligned with the County’s operational, financial, and legal interests.

    + Contract Administration: Administer county labor contracts by advising departments on labor relations policy, applicable labor laws, contract interpretation, and grievance resolution.

    + Compliance & Policy: Ensure compliance with labor laws and standards. Develop and lead internal labor relations policies and training programs for management personnel.

    + Grievance Management: Manage grievance procedures, including dispute resolution, mediation, and arbitration. Represent the County in grievance meetings and prepare cases for arbitration/administrative proceedings.

    + Team Management: Oversee and mentor labor relations staff, providing guidance on complex issues and ensuring consistent practices.

    + Collaboration: Collaborate with other HR leaders to align labor relations with compensation, staffing, and organizational development efforts. Participate on labor/management committees.

    + Reporting: Prepare presentations and reports for the County Manager, Board of Commissioners, and the Chief Human Resources Officer to support informed decision-making and keep them advised of bargaining progress.

    + Analysis: Conduct research and analysis of labor markets, precedents, and economic data to inform bargaining and strategic planning. Evaluate options for addressing interests of unions and the County.

    ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8, 9.

    Minimum Qualifications

    Education: Bachelor's Degree in industrial relations, human resource management, public administration, business administration, psychology, or a related field.

     

    Experience: Five years of professional level labor relations experience including two years of supervisory experience and two years demonstrated experience leading bargaining.

     

    Substitution: Equivalent combination of education and relevant experience.

     

    Certifications/Licensure: None.

     

    Preferred: Juris Doctorate and experience in a Chief Spokesperson role in collective bargaining in the public sector.

     

    Exam/Screening Process Information

     

    This is an unclassified, at-will position. This position requires an open screening and selection process. There is no exam for this unclassified position. All applicants who meet the minimum qualifications will be forwarded to the department for consideration. Please read below for further instructions.

    Definition of Unclassified from the Ramsey County Personnel Act:

    Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."

    Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.
