    About this Job

     

    This position is responsible for performance of duties related to budget development, expenditure control, financial and federal analysis and reporting, and interagency and other billings for one or more agencies of the Department. The Incumbent is a specialist for the agency(s)that he/she is assigned.

    Performance of the work assigned to this position requires knowledge of:

    + Statutes governing the uses of statutorily dedicated funds;

    + Federal circulars A- 87, A· I 0 2, and A- 1 33;

    + The Department's organizational structure and policies:

    + State budget and appropriation processes; Computer software (Microsoft Word and excel);

    + Statewide financial and hum an resource systems - AG PS, CFMS, LaGov ECC and LAGOV HR-SAP ;

    + Adhoc Reporting using Business Objects;

    + U.S. Government Automated Standard Application for Payments (ASAP).

    Minimum Qualifications

    Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR

     

    Six years of full-time experience in any field plus twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

     

    A bachelor’s degree with twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

    A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

     

    An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR

     

    Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    30% Budget/Appropriation Control

    + Prepares annual budget request and tracks progress through the appropriation process; prepares analysis of recommended appropriations and changes.

    + Allocates approved/appropriate d budget to divisions and organizations within programs. Enters and maintains approved budget levels in statewide accounting system

    + Prepares budget adjustment forms (BA-T s ) as requested by programs; obtains all required Information and documentation

    + Maintains and updates Excel worksheets used in preparation of annual budget request package

    + Utilizes(SAP) to balance TO (headcount ) for each program and provide Information for annual budget requests.

    + Utilizes Business Objects and LAGOV-ECC systems to ensure that the systems are balanced to each other. Provides budget information requested by Office of Planning & Budget and program personnel as needed.

    30%Expenditure Control and Monitoring

    + Prepares monthly program expenditure reports: determines means of financing for expenditures, compares expenditures by category type and means of financing to approve budget, confers with program staff on problems, projects future expenditures

    + Generates and reviews reports to verify correct use of the expenditure object codes in the categories of Other Charges, interagency Transfers, Professional Services, and Acquisitions..

    + Prepares journal vouchers to correct expenditure coding errors.

    + Assists program staff in analyzing expenditures by designing ad hoc reports and researching expenditures.

    + Balance all acquisitions {those to be tagged) in AFS (Advantage Financial System) to the state's property system (LPAA). Utilize ISIS Human Resource (SAP) system to monitor payroll expenditures and prepare payroll projections.

    + Review contracts to verify funding source, match requirements (if applicable) and budget.

    30% Federal Aid and interagency Project Accounting

    + Maintains files on all approved grants and projects; sets up reporting structure in the statewide accounting system to track expenditures.

    + Invoices for IAT projects and federal projects according to agreements.

    + Draws federal funds (electronically) as reimbursement for actual expenses (usually biweekly). Records expenditures and receipts in ledger.

    + Monitors grant and project spending levels and funding availability; coordinates with program staff to resolve problems. Prepares quarterly, semi-annual, and annual federal reports on expenses and warrants as required by grants.

    5% Operating cash Management

    + Completes draws bi-weekly through the statewide accounting system funds to cover operating expenses; determines appropriate means of financing; monitors remaining budget levels; maintains ledger by source of funding.

    + Completes Fund Loans to ensure availability of cash for expenditures. Transfers cash from fund balances to operating accounts.

    5% Other

    + Prepares Schedule 8 (Federal), Schedule 13 (IAT), and Schedule 16 (CEA) for annual financial report (AFR) by office for submission to the Division of Administration, Office of Statewide Reporting and Accounting Policy.

    + Capital Outlay Budget/Project Management: Maintains a file on each active project to include contracts, correspondence with FPC, purchase orders, and invoices; transmits all documents and payment requests to FPC for review and processing; monitors expenditure levels (to be within appropriation); draws federal funds for payment of capital outlay expenses where applicable.

    Other Requirements

    + Assist with state and federal audits by providing Information requested by auditors.

    + Physical requirement Includes, but is not limited to, occasional physical medium effort. Work is performed in a physically comfortable position, sitting, standing, and walking. Some lifting is required, but no more than forty pounds.

    + Physical level requires repetitive motions of the wrists, hands, and or fingers, and possible eyestrain in use of extended or repeated use of computer keyboard and monitor.

    + Ability to hear and communicate verbally.

    + Ability to read and interpret rules and regulations.

    + Ability to communicate both verbally and in writing. Appropriate vocabulary and grammar skills. Ability to work well with superiors, subordinates, and coworkers.

    + Ability to maintain confidentiality.

    + Regular and predictable attendance is required. Ability to work overtime as necessary.
