The Maryland Department of Transportation, The Secretary’s Office (MDOT TSO), seeks a visionary and customer-focused technology executive to fill the Deputy Chief Information Officer (DOT Executive VIII) role. The Deputy Chief Information Officer (DCIO) plays a critical leadership role in advancing MDOT’s enterprise IT strategy through effective oversight of technical operations and services. This highly technical leadership position is focused on guiding and managing core technical domains, including infrastructure, applications, networks, systems, GIS/Data, and other enterprise services from both administrative and technical standpoints.

The Deputy CIO is directly responsible for overseeing the technical operations of all IT services across MDOT, including critical functions such as application development and support, network infrastructure, operating systems, IT administration, and enterprise data services. In addition, the Deputy CIO manages the IT services provided to and from the Office of the Secretary of Transportation (TSO), ensuring strategic alignment, seamless integration, and service continuity across the entire organization.

In this dynamic role, you will:

+ Supervise and collaborate closely with technical IT teams and business leaders to develop and implement both short- and long-term technology strategies that support innovation and operational excellence across MDOT.

+ Leads enterprise-level initiatives and large-scale IT projects, incorporating innovative and proactive solutions to address complex business challenges and advance MDOT’s strategic goals.

+ Responsibility for ensuring the resilience and stability of MDOT’s enterprise IT environment, including applications, systems, LAN/WAN infrastructure, fiber networks, GIS/data platforms, and storage systems.

+ Ensures that all IT operations are aligned with MDOT’s cybersecurity framework and enterprise risk management practices.

+ Drive change management and operational readiness for strategic IT transformations, including the establishment and execution of consistent methodologies for organizational change, IT operations, and service improvement plans.

+ Supervise teams managing the full scope of MDOT’s IT business functions across all locations, providing leadership in project management, problem-solving, customer service, and value creation.

The position also champions enterprise data access, management, and resource sharing, supporting initiatives such as the Chief Data Officer’s strategy and broader data-driven innovation efforts.

The current vacancy exists at MDOT TSO in the Office of Transportation Technology Services (OTTS), which is located in Hanover, MD. (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications

PREFERRED QUALIFICATIONS:

Education: A bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Business Administration, or a closely related field.

Experience:

Ten (10) years of leadership experience in enterprise IT in complex, hybrid governance environments, managing infrastructure, applications, networks, and data services.

Five (5) years must include large-scale IT projects, operational resilience, cybersecurity alignment, risk frameworks, and change management.

*Experience in government or regulated industries preferred.

The ideal candidate will possess:

+ Advanced degree in Computer Science or related disciplines

+ Proven commitment to inclusive, service-oriented technology.

+ Experience leading digital transformation in complex, federated, or public-sector organizations.

+ Strong leadership skills with a record of building and leading teams.

+ Ability to align technology with business goals, customer-centric.

+ Experience with budget management, resource allocation, and vendor management.

+ Strong background in cybersecurity and regulatory compliance.

+ Strong cross-functional collaboration skills

+ At least two (2) years of experience working in the Federal or State Government.
