Right of Way Technician
Hiring Salary Range:
Entry: $19.95/hr. - $27.93/hr.
Level I: $24.18/hr. - $33.85/hr. -

The Impact You will Make in this Role:
This position will perform administrative and technical support to the Right of Way staff in the management of easements, permits, "Call Before You Dig" requests, and other land use agreements that ensure safe, reliable, and efficient access to properties for utility construction, operation, and maintenance. This role is responsible for accurate entry and management of records, maps, and related documents in compliance with legal, regulatory, and organizational standards. Additionally, the ROW Entry Technician performs computer-aided drafting (AutoCAD) and ArcGIS drawing and document drafting, and other technical and organizational tasks to facilitate the effective and efficient operation of the Right of Way team. This is a training position requisite prior to advancement to Right of Way Technician position.
ESSENTIAL JOB FUNCTIONS:
1. Assist Right of Way Staff with general administrative duties, including file creation, organization of all documentation, draft various legal instruments, correspondence and recordkeeping.
2. Facilitate documentation, tracking and organization of easements, permits and other agreements to ensure compliance with all records.
3. Manage and process utility locate requests and collaborate with relevant parties to prevent conflicts or damages during excavation activities.
4. Accurately enter and maintain records, maps and related documents in designated systems. Organize and archive documentation in accordance with company polices and regulatory requirements.
5. Manage hunting permit program, grain bin notification program and other special projects associated with Right-of-Way.
6. Field internal and external inquiries, complaints and/or problems associated with the management of existing cooperative-owned lands and rights of way. Must have the ability to defuse volatile situations.
7. Perform AutoCAD and ArcGIS tasks to create, revise and maintain technical drawings related to Right of Way projects. Draft and update maps, easement documents and other project-specific materials.
8. Provide drafting and document management support for Right of Way team. Assist in preparation of reports, presentations and other technical deliverables and review with staff to assure accuracy.
9. Collect title information, tax mailing information, survey data, highway and railroad plats and other field information available at courthouses and other venues, as directed, for use by Land and Design Services staff.
10. Perform other duties as assigned.
MINIMUM QUALIFICATIONS:
**Entry:** Education & Experience: Associate degree in a real estate or right of way related field, plus one (1) year of experience in real estate, right of way or related field and two (2) years of technical office experience. Equivalent combination of education and experience will be considered.
**Level I:** Associate Degree in a real estate or right of way related field, plus two (2) year of experience in real estate, right of way or related fields. Must have two (2) year of work experience with AutoCAD and/or GIS. Successful completion of IRWA Course 101/100 (Principles of Land Acquisition) is required within 6 months from hiring date. Equivalent combination of education and experience will be considered. Knowledge of substations and electrical transmission lines is beneficial.
Special Training: Formal AutoCAD training, ArcGIS, surveying, drafting, and mapping training preferred but not required for Entry, but required for Level I.
Skills: Basic AutoCAD and ArcGIS skills are preferred, proficient in Microsoft Excel, Word, PowerPoint and Access skills. Working knowledge of drafting and mapping systems. Reasonable knowledge of real estate, right of way, abstracting, title and legal professions. Reading, math and verbal/written language skills essential. Requires consistent positive customer service behavior.
Licenses and Certifications: Valid Driver’s License is required. Ability to acquire Notary Public within six months after the hiring date.
