    Summary This vacancy is for a GS-0080-13, Security Specialist (International Port) located in the Department of Homeland Security, U.S. Coast Guard, INTERNATIONAL PORT SECURITY EVAL DIV -CG-PSA-1 in Washington, DC. Responsibilities You will serve as a Security Specialist (International Port) responsible as a desk officer and primary point of contact for field personnel assigned to the International Port Security (IPS) Program, interagency partners and other USCG offices. Managing an assigned portfolio of international trade partners, assisting and advising program managers on development of overall policy, and processes documentation related to foreign commercial port security evaluations. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Maintaining awareness of relevant issues with national or international impact and participating in determining goals, objectives, strategies, resources, and schedules for port security assessment visits. Leading and/or participating in or evaluating assessments of foreign ports to assess their security measures, infrastructure, and compliance with international standards such as the ISPS Code. Conducting research to identify and analyze relevant laws, regulations, industry standards, and best practices. Drafting and revising policies and procedures that are clear, concise, and aligned with the organization's strategic goals. Developing and delivering training and communication materials to educate employees about new or revised policies. Serving as subject matter expert, exercising independence and judgment to develop responses to inquiries from other USCG program offices, U.S. Government agencies, foreign governments and marine industry about IPS Program activities. This position requires a Special Sensitive/Special Compartmented clearance. This is not a Bargaining Unit position. A physical is required. A drug test is required. Selectee must provide a valid state driver's license and safe driving record. Time in Grade requirement must be met by the closing date of the vacancy. Qualifications To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Applying techniques and methods for conducting security assessments within commercial port facilities, port complex and maritime field in general; AND Applying administrative laws, international regulations, policies and precedents applicable to the administration of maritime and port security programs for commercial ports and vessels; AND Planning, organizing, and directing team study work and negotiating with foreign government senior officials to accept and implement port security-related recommendations. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
