Summary This HR SPECIALIST (EMPLOYEE RELATIONS/LABOR RELATIONS) is located in the Command Operations, Human Capital Management Department of FLEET READINESS CENTER SOUTHWEST. Responsibilities You will provide human resources consultative services in functional areas of labor and employee relations to customers, managers, and personnel. You will perform analysis for innovative problem resolution and for developing methods and techniques to plan and complete work-related activities. You will establish and maintain effective working relationship with and gain confidence and cooperation of supervisors and managers on difficult issues. You will accomplish other duties as assigned. Requirements Conditions of Employment Qualifications For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of specialized experience include: (1) Applying Human Resources principles, concepts, and practices to provide guidance and advice to agency personnel, management and peers on employee relations and labor relations issues; (2) Interpreting and utilizing Human Resources Management laws and policies to solve Human Resources problems and make recommendations; (3) Performing work in various functional areas of Human Resources such as employee relations and labor relations; and (4) Functioning as a human resources liaison with internal and/or external contacts to ensure that program needs are achieved. For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of specialized experience include: (1) Applying advanced Human Resources principles, concepts, and practices to provide in-depth guidance and advice to agency personnel, management and peers on employee relations and labor relations issues; (2) Interpreting and utilizing Human Resources Management laws and policies to solve complex Human Resources problems and make recommendations; (3) Performing work in various functional areas of Human Resources such as employee relations and labor relations; and (4) Functioning as a human resources liaison with internal and external contacts to ensure that program needs are achieved.
