Summary This position is located in Chiricahua National Monument, in the Visitor and Resource Protection Division. Responsibilities Major Duties of this position include: Serve as a law enforcement officer, with primary duties for investigations, apprehensions, and detentions of individuals suspected or convicted of criminal offenses. Emergency Services Program leadership in one or more of four disciplines (law enforcement, wildland and structural fire, emergency medicine, search and rescue). Emergency Operations Response and all aspects of risk incident management to support a professional-level emergency medical services program. Interagency liaison working with other federal, state, county and local agencies to integrate and coordinate operations. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Subject to pre-employment physical and drug testing. Must possess a Type I or higher Law Enforcement Commission. New employees of the Department of the Interior must identify a financial institution for direct deposit of net pay within 30 days of entrance on duty. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 8 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least 21 years old. Credit will be given for all appropriate qualifying experience. This is a primary position covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service. Applicants must be at least 21 years of age and must not have reached their 37th birthday upon appointment to this position. Two exceptions are allowed: 1) an applicant has prior Federal service in a primary covered position sufficient to complete 20 years of service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service. Must have a current, valid State Driver's License by 08/15/2025. - AND - Applicants must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS/GL-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience include, but are not limited to the following: 1) Performing senior law enforcement, fire management, search and rescue, and emergency medical services duties for the protection, conservation, use, and management of natural and/or cultural resources in park areas or similar operations, which involved the application of law enforcement and fire management authorities and procedures to protect visitors and resources; 2) Management or program specialist work involving the development and/or implementation of policy related to the law enforcement, fire management and visitor protection in park areas or similar operations; or other similar work. To be creditable, this experience must have been equivalent in level of difficulty and responsibility to that of at least the GS/GL-09 grade level in the federal service. -OR- EDUCATION: Successful completion of at least three full years of graduate level study leading to a Doctorate, Ph.D., or equivalent degree at an accredited college or university in directly-related fields such as natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management; law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, or sociology. You must include transcripts. -OR- Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Education Continued from Requirements: Selectee(s) will be required to carry a firearm while performing duties and maintain firearm proficiency. Failure to successfully meet these requirements will be grounds for termination. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to undergo periodic medical examinations throughout employment. Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile. Law Enforcement Commission: This position requires applicants to possess, previously held (within the past three years), or be able to possess by 08/15/2025 a valid Type II (seasonal) or higher level National Park Service (NPS) Law Enforcement Commission (or equivalent), which requires completing training from an accredited institution, which currently consists of over 650 class hours and lasts on average 17 weeks. To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. Additional Information A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: The position places a variety of strenuous physical demands upon the incumbent. Surveillance, drug interdiction, and UDA apprehension operations require long periods of standing, crawling, crouching, etc. often in restrictive areas where significant movement is contra-indicated. Interdiction operations as well as SAR, EMS and wildland fire operations entail strenuous hours of arduous work, standing, climbing, walking, running, etc. Law Enforcement work requires the ability to defend from and stop physical assaults and controlling hostile or non-compliant people. Dangerous persons. many of whom are known to carry weapons. must be physically confronted, subdued, and apprehended. It also requires the ability to hike long distances, nm and work out of-doors for long periods of time, often while carrying heavy loads in excess of 60lbs. A Type I Law Enforcement Commission is required and the incumbent must meet physical fitness standards to maintain commission. The duties of the position arc so rigorous that employment opportunities are limited to young and physically vigorous individuals. Working Conditions: Work is performed in an extremely rugged and rocky terrain containing mostly mountainous areas encompassing almost 4000 feet of elevation change. Temperatures range from below freezing to over 105 degrees F. There are three geographically separate Parks in the SEAZ group; however, all three share similar physical characteristics. The incumbent is expected to perform duties in steep, rugged terrain complicated by the significant presence of cacti, cholla, mesquite and animals and insects that bite and sting. Temperatures vary from sub-zero to 100+ degrees; and work must often be performed in extreme or adverse weather conditions to include heavy rain, snow. high winds, etc. Exposure to these environmental conditions are regular and recurring, especially in surveillance and interdiction operations. Additionally, the nature of dmg interdiction work exposes the incumbent to potentially dangerous situations. Other emergency services operations sometimes result in dangerous exposures to a wide variety of hazards. Incumbent must often work long and/or irregular hours, at night. on weekends, and assignments and work hours are subject to change without notice. The National Park Service has determined that the duties of this position are not suitable for telework.
