    About you and this role

     

    Dowhas an exciting opportunity for aPipeline Turnaround CoordinatorinFreeport, Texas. This role is aligned to the Diamond Infrastructure Solutions (“Diamond Infra”) company and will be seconded from Dow to Diamond Infrastructure Solutions until January 1, 2027. At that time, the role will become directly aligned to the Diamond Infrastructure Solutions Company.

     

    The Pipeline Turnaround Coordinator’s (TAC) primary responsibility is to support Dow’s Integrity Management Program (IMP) pipeline turnarounds from Front End Loading (FEL) through job closure, ensuring that all DOT/PHMSA regulatory requirements are met. The TAC role is essential to the successful execution of the pipeline turnaround. IMP is responsible for integrity inspections and repairs on all regulated pipeline systems as well as the underground GMISS pipelines for Freeport Stratton Ridge and other locations across the TXO site.

    Responsibilities

    + Leads the Front End Loading (FEL) planning process for each IMP Turnaround. Ensures input is gathered from operations, compliance, and engineering to determine full scope for the outage, and then develops job planning package and cost estimate for the outage.

    + Accountable for managing up to $10MM in pipeline TA work annually, including accurate monthly forecasting, accruals, and scope change documentation.

    + Works closely with the IMP Engineering during the inspection, repair and closure of the Turnaround (TA).

    + Works with contractors to develop Safety Activity Plans and EHS Management Plans for each IMP turnaround.

    + Assists in ensuring all required documentation / information is acquired from contractors and transferred to regulatory folder locations within a timely manner.

    + Request One Time Purchase Orders (OTPOs), Process Payments / SESs etc.

    + Ensures that work being performed meets Dow’s PIMs, OM&Es, MET and Pipe Specs.

    + Provides input on the creation of the detailed TA schedule.

    + Facilitating Housekeeping and Quality Audits.

    + Works closely with the Operations TA and Ops TAC to identify safe work permitting and damage prevention representative resources needs.

    + Coordination of multiple contractors and materials during the pipeline inspection / repair.

    + Acts as the Dow liaison between turnaround contractors and Dow.

    + Ensures field contractors are working efficiently and safely.

    + Provides urgent work or complex repair support for daily maintenance organization

    Qualifications

    + A minimum of a High School Diploma or GED.

    + A minimum of 3 years of experience at a chemical / refining manufacturing facility in one of the following:

    + Maintenance / Turnaround / Construction execution. Preferably in a coordination role such as Foreman, Coordinator, Construction Manager etc.

    + Maintenance / Turnaround / Construction Planning or Scheduling

    + Proficiency in Microsoft applications, such as Word and Excel, and have the ability to learn new systems quickly

    + Ability to work a 9-80 schedule but adaptability to work flexible schedules including weekends

    + Must be willing to work overtime (extra hours beyond your regular scheduled) if required.

    + Must have a current, valid US driver’s license.

    + Experience in Construction Management, Turnaround Coordination / Planning, Maintenance Coordination is preferred.

    + Experience in SAP and Ariba is preferred

    + Familiar with scheduling tools / process such as Primavera or Microsoft Projects is preferred.

    + Pipeline Construction / Inspection / Maintenance experience in craft or supervision roles is preferred.

    + A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.

    + Communication:Excellent verbal and written communication skills are crucial for establishing clear expectations, facilitating audits, and acting as a liaison between turnaround contractors and Dow.

    + Problem-Solving and Adaptability:The ability to identify, prioritize, and accomplish tasks independently, support change, and overcome obstacles to achieve results is highly valued.

    + Safety and Compliance: Ensuring that work meets Dow’s standards, creating safe work permitting schedules, and coordinating safety equipment and procedures are key responsibilities

    + Digital Literacy:Proficiency in Microsoft applications like Word and Excel, as well as experience with SAP and Ariba, for creating job scope packages and managing turnaround within budget

    + Influencing Skills:Ability to bring people around to a certain way of thinking without force or coercion, necessary for acting as a liaison between turnaround contractors and Dow

    + Project Management:Ability to manage and coordinate multiple jobs and contractor companies simultaneously, involving leading Front End Loading (FEL) planning and creating job scope packages

    + Coordination and Management:Ability to manage and coordinate multiple jobs and contractor companies at the same time, ensuring all scope is captured and specific instructions are documented

     

    Must be willing and able to do the following with or without a reasonable accommodation.
