Nutrition Program Leader

This position will serve as the Expanded Food & Nutrition Education Program (EFNEP) Leader for Cornell Cooperative Extension Herkimer County that includes supervision / support of EFNEP Nutrition Program educators; fiscal management of the regular and regional data management EFNEP budgets; preparation of required reports; and work with community agencies and organizations along with outreach through social media platforms to promote EFNEP in order to recruit qualified participants to meet established EFNEP caseload goals for Herkimer County EFNEP. This includes coordination and collaboration with regional SNAP-ED staff working in Herkimer County to better serve the needs of low-income families in the county. This position will also be responsible for coordination and management of local foods initiatives. These include existing efforts (i.e., Mobile Food Market/Veggie Van; Farmers Markets/Managers including Farmers Market Nutrition Program (FMNP) with WIC and OFA; Local Foods map, and food Preservation) and the development of new programs in collaboration with other organizations and entities concerned about access to healthy local foods in Herkimer County and the region The position is part of the leadership team of Herkimer CCE and will work with senior staff to coordinate efforts across core program areas.
Required Qualifications:
+ Master’s or equivalent education. Bachelor’s Degree plus 4 years transferrable relevant evidence-based research experience may substitute.
+ Experience relevant to the role of the position.
+ Ability to clearly communicate (speak, read, and write proficiently) in English.
+ Ability and willingness to work with a high degree of integrity, accuracy, organization, sound professional judgment, and the ability to handle confidential, sensitive information.
+ Ability to organize, manage, and prioritize multiple tasks, deadlines, requirements, and priorities to complete work in a timely manner and within established deadlines.
+ Ability and willingness to work with many different audiences.
+ Experience with windows-based software including use of the internet and Microsoft Office Suite including Outlook, Word, Excel, PowerPoint, and ability to host meetings or classes via Zoom or related platforms.
+ Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
+ Ability to meet travel requirements associated with this position.
+ Ability to meet acceptable motor vehicle/driving record requirements.
Preferred Qualifications:
+ Advanced degree in Nutrition, Dietetics, Community and Behavioral Health, Health Education and/or Public Health, Nursing, or related field preferred.
+ Experience with grant development and implementation.
+ Familiarity with the community in which the work will take place and ability to utilize program resources within the community.
+ Experience with Cornell Cooperative Extension or similar educational organizations.
+ Knowledge / experience with current USDA home food preservation practices.

Program Responsibilities:
Program Development – 5%
+ Assist in ensuring nutrition education program development is within scope of the statewide Plan of Work including meeting EFNEP criteria.
+ Assist in structuring programs to meet the diverse needs of the community and program participants.
+ Assist in developing well integrated Association educational efforts
+ Assist in development of nutrition education programs to meet changing local and regional issues and priorities, as needed.
+ Assist in using a system of ongoing involvement of citizens in the program development process which expresses the demographics of the community.
+ Assist in developing programs to meet Association needs and changing priorities.
+ Partner with Cornell faculty and administrators (i.e. EFNEP) to assist in ensuring program development is consistent with policies and objectives of the Association and the mission of Cornell Cooperative Extension and EFNEP.
Program Delivery – 5%
+ Teach existing educational programs as defined.
+ Utilize a wide variety of proven educational methodologies in program delivery efforts.
+ Serve as subject matter resource in the area of nutrition education to staff and participants, community organizations and the public.
+ Foster acceptance of program, methods, and policies to address community and individual needs and consider diverse audiences.
+ Interact with program participants.
+ Represent CCE before the public, community leaders, government officials, Cornell or other land grant universities as part of program delivery.
+ May be involved in multidisciplinary team efforts to deliver program.
+ Assist in ensuring program delivery is within scope of the statewide Plan of Work and EFNEP criteria.
Program Evaluation – 5%
+ May implement program evaluation as designed.
+ May assist in the interaction with various constituencies to obtain their evaluation of programs.
Administrative Responsibilities:
Direction – 25 %
+ Work in cooperation with team members to establish priorities and objectives for the EFNEP and other nutrition education programs. Plan educational programs and program delivery initiatives in assigned programming areas.
+ Plan the structure of delivering educational programs via various methods.
+ Assist supervisor to anticipate or project program expenses.
+ Provide supervisor with nutrition program related information to assist the budget development process.
+ Assist in developing relationships with partner agencies, organizations, industries, and community leaders to obtain their assistance in program development.
Management – 30%
+ Monitor staff time to ensure program needs are met.
+ Solve problems and resolve conflicts that arise in the program/function, utilizing appropriate policies and procedures.
+ Support and monitor the allocation of program resources to accomplish Association program objectives along with EFNEP regular and regional data management budgets.
+ Assist to effectively allocate human resources to accomplish program objectives.
+ Supervise nutrition staff in accordance with the Association’s policies and applicable laws. Responsibilities include planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems. Develop and review progress of assigned staff development plans as needed to increase staff competency. Asist with interviewing and hiring staff.
+ Assist in promoting nutrition education programming through a variety of media venues including social media by leading outreach and developing materials as needed.
Coordination/Operation – 25%
+ Collect evaluation data using pre-designed evaluation tools.
+ Assist supervisor in coordinating program implementation activities and planning efforts.
+ Prepare materials and required information needed for financial documentation to meet grant and CCE budget requirements.
+ Coordinate all aspects of the EFNEP delivery and reporting requirements and work with Administrative Assistant(s) to ensure all EFNEP data and communication has occurred in accordance with established EFNEP policies and procedures.
+ Coordinate new EFNEP NPE orientation and training.
+ Maintain professional relationships with other agencies, Cornell faculty and students, organizations and businesses that promote effective communication and facilitate continued programming efforts.
+ Assist in the coordination of effective marketing strategies in the promotion of programming efforts to include, but not limited to print media, news media, social media, and multi-media efforts.
+ Contribute to CCE newsletters and reports and provide nutrition education resources and instruction as appropriate.
Professional Improvement – 5%
+ In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan to increase competencies relative to position accountabilities and to address changes and Association priorities.
+ Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
Health and Safety – Applied to all duties and functions
+ Support the Association to maintain a safe working environment.
+ Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.
+ Act proactively to prevent accidents/injuries and communicate hazards to supervisors when identified
