Description of Job
The Financial Services Division exists to maintain a controlled environment to properly record financial information for the more than $23 billion of taxes and fees collected annually by the DOR. The unit also provides accounting services, information and reporting of expenditures and payments to other governmental agencies. Fiscal year end activities include computing material adjustments to the State's accounting records to allow the State Controller to produce a Comprehensive Annual Financial Report (CAFR) that complies with Generally Accepted Accounting Principles (GAAP). The unit functions as a statewide entity, operating in 60+ CORE funds and directly posting to the accounts of 20+ state agencies, as well as being primary custodian of over 20+ CORE funds. This unit has oversight responsibility for the design and maintenance of several systems and subsystems, payroll for 1,800 employees, information and budget support, expenditure document and controls, Federal Grants, and Capital Construction.
What We Do:
Provides day to day management and oversight of the Motor Vehicle accounting section, ensuring the accounting functions are carried out in compliance with all applicable laws, rules, policies and accounting principles. The major areas of focus include Motor Vehicle revenues, DRIVES system management, CORE interface reconciliation, and distributions. This position is also required to track year end accrual activities to assure proper statewide financial statement presentation. The position makes decisions regarding processes and priorities for Department accounting functions to meet both Department and State Controller policies, rules, and statutes. This position also exists to provide accounting and financial subject matter expertise and support for financial systems processing. This position is the central point of contact for Motor Vehicle division leadership and staff.
This position has the principle responsibility for providing guidance and direction to information technology applications development staff for system design and modification in conformance with accounting and financial principles so that transaction processing is supportive of the same. This position is the financial Subject Matter Expert for the DRIVES system.
The Typical Day as a DMV Controller:
The professional in this position will be responsible for:
+ Ensures the accounting function is carried out in compliance with all applicable laws, rules, policies and accounting principles.
+ Records Division of Motor Vehicle revenue and distributions within the Division's software (DRIVES) and the state's financial system (CORE).
+ Tracks year-end accrual activities to ensure proper financial statement presentation on CORE.
+ Makes decisions regarding processes and priorities for Department accounting functions to meet both Department and State Controller policies, rules, and statutes.
+ Provides accounting and financial subject matter expertise and support for financial systems processing.
+ Central point of contact for the Division of Motor Vehicles.
+ Provides guidance and direction to DRIVES software development staff for system design and modification in conformance with accounting and financial principles.
+ Subject matter expert for the CORE financial system.
Financial Management:
+ Overseas day-to-day accounting functions for the Motor Vehicle Division, including revenue reconciliations, expenditure tracking, and cash fund management to support fiscal reporting, compliance, and fund solvency.
+ Serves as the divisions primary contact for financial matters, manages annual FHWA reporting, and ensures accuracy and timeliness of revenue reporting, audit documentation, and reconciliations in CORE and DRIVES.
+ Monitors legislation impacting the division and ensures related financial reporting and accounting activities are implemented in compliance with law and internal procedures.
Supervision / Oversight:
+ Supervises daily operations of the DMV FS section, including task delegation, performance management, coaching, ad training to ensure alignment with organizational goals and objectives.
+ Communicates expectations clearly, resolves team conflicts, sets priorities, and develops work schedules while monitoring performance and holding staff accountable for professional behavior and results.
+ Applies state personnel rules and DOR polices to support employee development, mentor direct reports, and identify growth opportunities through feedback, training, and performance evaluations.
DRIVES System Oversight:
+ Work in close collaboration with the Systems Coordinator and Systems FS section to oversee the DRIVES system to ensure that the revenue is distributed and interfaced correctly to state accounting system (CORE).
+ Identify gaps in DRIVES system reporting or configuration, prioritizing issues and elevating concerns when appropriate to ensure DRIVES system functions as intended.
+ Actively participates in MV division DRIVES configuration meetings and provides input to maintain system functionality.
+ Responsible for the oversight and monthly security review of DRIVES system access for FS.
Fiscal Year End:
+ Develops annual close plan to ensure year end deadlines are met, all activities are prepared and processed timely, and fiscal rules are followed.
+ Participates in the annual financial audit for activity pertaining to DMV.
This position is currently tasked with performing work duties remotely (aka telework, work from home arrangements) with on-site visits periodically (generally, once a quarter) for meetings and/or training. This position is generally not allowed to take personal leave from approximately July to August every year due to the fiscal year end requirements of this position.

MINIMUM QUALIFICATIONS:
Experience Only:
Eight (8) years of full-time professional experience in an occupation related to accounting, auditing, business management, finance, or a closely related field relevant to the work assigned to this position.
OR
Education and Experience:
A combination of related education and relevant experience in an occupation related to accounting, auditing, business management, finance or a closely related field relevant to the work assigned equal to eight (2) years
+ Coursework requires 24 semester hours completed in accounting or auditing.
AND
Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement
Preferred Qualifications :
+ Experience in a supervisor or leadership role, managing employee/team workloads, coaching staff or managing employee performance
+ Experience with the preparation of monthly and annual financial reports
+ Knowledge of generally accepted accounting principles (GAAP) and governmental accounting standards (GASB), and their application
+ Demonstrated verbal and written communication and analytical skills
+ Experience presenting information to various stakeholders
+ Knowledge and understanding of State Fiscal Rules, legislation and statutes.
+ Experience with financial data analysis
+ Experience working in State government
+ Current, valid licensure as a CPA by the Colorado Board of Accountancy
Conditions of Employment with the CDOR :
