Description of Job
Hybrid 1 - 4 days in office and at least one in-person meeting per month. This is subject to change due to the BHA’s needs.
8-5 Monday through Friday

The Website Manager position is situated within the Colorado Department of Human Services (CDHS), Behavioral Health Administration (BHA), and is part of the Communications Unit. The BHA leads and promotes the State’s behavioral health priorities, ensuring that behavioral health services respond to the changing needs of communities, monitors state and local data, and continuously eval state efforts. In collaboration with other state agencies, the BHA is responsible for delivering behavioral health services in Colorado. It fosters a streamlined and efficient government approach to support quality care while minimizing the burden on providers, allowing them to focus on service delivery. BHA is responsible for developing behavioral health policy and fostering effective collaboration with cross-sector partners working within and around the behavioral health system, as well as along the continuum from prevention to treatment and recovery.
The Communications Unit is an organizational work unit within BHA, striving to deliver consistent, high-quality work by carefully listening to and guiding the BHA brand both internally and externally, in order to meet the needs of the people it serves in Colorado. This unit creates and oversees communications for BHA programs and executive staff. The Communications Unit works closely with division directors, managers, supervisors, and senior leadership. This unit also works closely with the Governor’s Office and other state agency communications teams. The role of the Unit is to promote positive external relationships and bring the voice of stakeholders to BHA; to design strategy and tactics as well as be the day-to-day communications arm of the BHA. The unit ensures that the BHA’s vision, mission, and values are transparently communicated and support the development of processes and materials that demonstrate the BHA’s progress in enhancing behavioral health accountability, equity, and effectiveness. The unit works closely with legislative liaisons, communications directors, the audit division, and the State Board of Human Services to ensure coordinated external relationships.
Duties of the position:
Website Manager
+ Creates web management and administration policy for BHA websites, including the BHA intranet
+ Creates, edits, and maintains BHA web and intranet content
+ Oversees office and program web needs and updates. Ensures proper online messaging and relevancy; audits and updates department website and intranet content
+ Researches best practices, determines and recommends strategies and efforts to ensure BHA clients know how to find appropriate services at the county and state level
+ Researches best practices, determines and recommends strategies and efforts in partnership with the Internal Communications Specialist to ensure BHA staff can easily and effectively navigate the intranet to find relevant information and resources
+ Manages search engine optimization, including link building, content development, monitoring, and analysis of usage statistics
+ Ensures websites meet all legal standards and are ADA compliant
+ Directs and manages accessibility and readability of website content
Digital Accessibility Leadership, Support, and Implementation
+ Work with the BHA communication staff, BHA Colorado for All team, CDHS Accessibility team, and additional internal stakeholders to develop and implement a strategic, ongoing plan for the accessibility and usability of all BHA websites.
+ Supports BHA’s collaboration with the CDHS and Office of Information Technology accessibility teams.
+ Provide support to all BHA Divisions by reviewing, editing, and updating the website and other digital content to meet current Website Content Accessibility Guidelines (WCAG) accessibility standards and accessibility best practices.
+ Assist with posting and updating web content that has been translated into languages other than English; identify solutions to expand access to information and resources for customers with limited English proficiency.
+ General oversight of the Site Improve platform; contribute to design, develop, maintain and troubleshoot CDPS divisions' websites tracked by Site Improve. This includes reviewing and remedying all web issues under each metric in Site Improve and increasing scores for those metrics: Accessibility, digital certainty index, quality assurance, and Search Engine Optimization (SEO)
Graphic Design
+ Design visual materials, including brochures, social media graphics, and reports, ensuring alignment with the organization’s branding and messaging standards.
+ Support the creation of engaging content for digital and print channels, including newsletters, websites, and press releases.
+ Transform data and program information into accessible and visually appealing formats to inform and engage diverse audiences
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience Only:
Six (6) years of relevant experience in an occupation related to the work assigned to this position, with at least 3 years of experience managing or maintaining a public-facing website and intranet.
OR
Education and Experience:
A combination of related education in communications, digital media, web development, graphic design, IT, computer science, marketing, and/or relevant experience in an occupation related to the work assigned, equal to six (6) years
Preferred Qualifications:
+ Proficiency in a CMS such as Drupal or WordPress. OR Background in Drupal web design, including theme customization, module integration, and utilizing Google Analytics.
+ Proven ability to adapt and apply industry standards and best practices in learning content management, user experience (UX) design, and web accessibility to optimize the learning environment.
+ Excellent communication and collaboration skills, with the ability to effectively work with stakeholders, provide user support, procedures, and documentation .
+ Demonstrated knowledge of ADA, Section 508, and WCAG 2.1+ accessibility requirements and best practices.
+ Experience working in government, behavioral health, public health, or nonprofit settings.
+ Experience using digital accessibility tools (e.g., SiteImprove, WAVE, Axe).
+ Skilled in graphic design tools such as Adobe Creative Suite (InDesign, Illustrator, Photoshop) or Canva.
+ Experience translating technical or programmatic information into content for diverse, multilingual, or low-literacy audiences.
+ Familiarity with basic HTML and CSS.
+ Strong project management and organizational skills; ability to manage competing deadlines and stakeholders.
+ Experience developing systems and processes for consistent and timely updates to a website with many contributors and types of users.
+ Strength in copy editing and development of brand voice consistent across multiple communications channels.
Conditions of Employment:
+ This position is delegated as a hybrid position. The employees must maintain a home office and workstation free of distraction,
internet, and possibly phone to complete required job duties or report to the office when needed.

+ The position is to travel to meetings and/or conferences as needed.
