    Work Unit:

    The Division of Child Support Services (DCSS) exists to ensure that all children receive financial and medical support from each parent through the location of each parent, the establishment of paternity and support obligations, the enforcement of those obligations and connection to resources to assist parents in overcoming any barriers that are impeding their ability to pay child support. To do this, DCSS collaboratively provides case management tools, policy, performance, and operational assistance, and ongoing training to support counties in delivering the child support services program.

    Description of Job

    This position is currently hybrid - 2 days in office

     

    Office Hours 8 am - 5 pm negotiate specific hours when hired, core hours 9 am - 3 pm and must work eight hours a day.

    About this Position:

    This is a high-level professional position with responsibility to serve as the Training and Staff Development Coordinator for DCSS, providing leadership for all aspects of the Division’s Training System. This position enhances employee skills and fosters professional growth within the Colorado Child Support Services (CSS) program by 1) setting standards for the creation of content, delivery and evaluation for a variety of training methods including, but not limited to, online learning, web-based training, hybrid/blended learning, classroom instruction, simulations, guided job tasks to be completed on the job, individual and group activities, games, skills practice opportunities, self-study, and experiential learning, and 2) overseeing the Division’s Learning Management System (LMS) used to plan, deliver and track training courses and learning and development initiatives. This position works closely with the trainers in the Division to create all of the training content and to deliver the content based on the Division’s standards. This position serves as the staff development coordinator for the Division. Staff development refers to the practice of providing training, workshops, coaching, mentoring, or other learning opportunities to employees to inspire, challenge, and motivate them to perform the functions of their position to the best of their ability and within the standards set by state and federal rule and departmental guidelines. This position is responsible for arranging and scheduling staff development activities for members of the Division as directed by the Division Leadership Team and identified from assessments completed by Division members. This position coordinates with the Division’s Deputy Director to establish overall training objectives, and conduct needs assessments and task analyses to identify staff training needs both within the Division and in the counties. This position also develops tools to support adult learning and learning transfer for the trainers in the Division.

    MINIMUM QUALIFICATIONS:

    + Seven (7) years of relevant experience in training program design, organizational development, or curriculum development. Experience should include utilizing a Learning Management System (LMS) for the purposes of administering a training program, and experience integrating adult learning theory into training programs

    + A combination of related education in Education, Human Services, Social Work, Organizational Development, and/or relevant experience in training program design, organizational development, or curriculum development. Experience should include utilizing a Learning Management System (LMS) for the purposes of administering a training program, and experience integrating adult learning theory into training programs

     

    equal to seven (7) years

    Preferred Qualifications:

    + Experience in project management, which includes responsibility for training deliverables

    + Experience using content development software such as Articulate 360 and Adobe Acrobat

    + Experience using polling software, such as Mentimeter and Bravozone, and virtual training platforms, such as Google Meet and Zoom

    + Experience with the Cornerstone Learning Management System (LMS), including system administration, configuration, and troubleshooting

    + Proven ability to adapt and apply industry standards and best practices in learning content management, user experience (UX) design, and digital and web accessibility to optimize the learning environment

    + Excellent communication and collaboration skills, with the ability to effectively work with stakeholders, provide user support, and contribute to the development of LMS policies, procedures, and documentation.

    + Experience developing system/technical training courses for adult learners using various modalities, including experience developing software training for adult learners

    + Skills using Camtasia (or other audio/visual software), Microsoft Word, PowerPoint, Google Suite, and applying graphic design concepts

    + Professional experience working with the state’s Child Support Services case management system, ACSES

    + Experience working with diverse stakeholders or managing stakeholder relations

    + Relevant years of State service should be considered as a preferred qualification to be used to determine the top candidates on the referral list. (Partnership agreement 10.1.)
