QUALIFICATIONS:
+ Degree in Accounting
+ Previous experience in accounting
+ Previous supervisory experience
REPORTS TO: Chief Financial Officer
JOB GOAL: To administer the fiscal affairs of the district efficiently, expeditiously, and to the ultimate benefit of each student enrolled.
PERFORMANCE RESPONSIBILITIES:
+ Prepare, maintain, and review budgetary, accounting and financial records and reports to assure accuracy, completeness, and compliance with applicable regulations and established procedures. Perform accounting, financial, budget, management and policy assignments in accordance with Arkansas Financial Accounting Manual/Handbook.
+ Prepare financial reports, statements, notes, and schedules to assure accurate and timely financial reporting in accordance with Governmental Accounting Auditing and Financial Reporting (GAAFR). Assist with the comprehensive annual financial report (CAFR) during year-end reporting.
+ Review and suggest methodology for analytic and financial processes. Research and recommend changes to given approaches and techniques for all given areas of expertise. Utilize the Arkansas Public School Computer Network system for financial operations, coding, revenue and expenditure transactions, and required reporting.
+ Gather, compile, analyze and interpret quantitative and qualitative data. Prepare monthly forecasts of expenditures and project revenues and expenditures in relation to assumptions about district programs and other significant variables.
+ Provide financial analysis for departmental planning and decision-making; uses appropriate analytical techniques and statistical and information-gathering processes to obtain required information; summarizes findings; assists in developing and implementing department goals and objectives.
+ Perform complex and politically sensitive financial analysis to support decision-making, designing financial models, reviewing legal parameters, researching options, communicating with other agencies, and synthesizing information for decision-makers, writing reports, and making presentations.
+ Be an effective liaison to Finance, Information Technology, Academic Accountability, Operations, Student Services, Human Resources, other departments and schools. Coordinate reporting and analysis between central offices and schools, fostering a team environment. Explain accounting and finance guidelines to department managers, supervisors and staff. Provide training one-on-one or in groups as needed.
+ Review, analyze and monitor monthly budget-to-actual reports; effectively identify potential issues or concerns and report in a timely manner to stakeholders; offer guidance on problem resolution. Participate in the development of the annual budget. Monitor annual budgets such as general fund revenues, grant funds, and capital funds.
+ Review all employee resignations and retirement forms and contract payoffs for completeness of contract and insurance adjustments.

+ Assist in resolving problems associated with the District Cafeteria Plan.
+ Prepare Sales and Use tax monthly, all withholding taxes, Quarterly District Tax Returns and wage reports and year-end W-2 and 1099 reports for the Internal Revenue Service, Social Security, and State Income Tax.
+ Coordinate the process for biweekly and monthly payment s to credit unions and professional organizations; and payment of biweekly and monthly payroll taxes and employer matching funds.
+ Assist with review and approval of all audits before presentation to the Chief Financial Officer, the Superintendent, and the Board.
+ Establish procedures and assist bookkeepers for District and activity fund accounting.
+ Initiate sick leave bank checks to approved recipients based on number of days approved and pay in accordance with District policy.
+ Other duties as assigned.
TERMS OF EMPLOYMENT:
Salary Range: Range 9 - Support Staff Daily Salary Schedule ($271.29/day - $397.97/day depending on relevant experience)
Length of Contract: 244 contract days
FLSA Status: Exempt
Personnel Status: Classified

Performance of this job will be evaluated in accordance with provisions of the Board's policy on Evaluation of Professional Personnel.
