As the Federal Grants Manager, you will oversee Community Development Block Grant (CDBG) projects, ensuring compliance with federal regulations and guiding communities through successful project execution. You will also support State and Local Fiscal Recovery Programs, provide technical assistance and conduct on-site monitoring to ensure regulatory compliance.
Key Responsibilities:
+ Manage the federal funding compliance elements of construction projects from application to close-out.
+ Develop and share guidelines with potential applicants including cities, counties, and grant administrators.
+ Provide technical assistance to grantees, applicants, and prospective applicants.
+ Review applications, make funding recommendations, and oversee the implementation of the proposed plan for project completion which details construction activity.
+ Ensure compliance with Housing and Urban Development (HUD) cross-cutting requirements such as Davis-Bacon, Section 3, Build America-Buy America provision, and the Uniform Relocation Act and handling related paperwork.
+ Follow procedures for contract and amendment reviews.
+ Review and approve project budgets and remitted claims from grantees.
+ Monitor projects on-site to ensure regulatory compliance.
+ Manage project closeout process efficiently.

+ Strong understanding of HUD programs and federal compliance & grant administration.
+ Experience in construction project administration and / or housing programs administration.

The Federal Grants Manager position is a non-merit, non-contract position that is classified by the State of Iowa as an Economic Development Specialist 2 and is exempt per FLSA regulations.
Minimum Qualification Requirements
Graduation from an accredited four year college or university with major coursework in research, planning, economics, public relations, business, corporate finance, journalism, or marketing and experience equal to two years of full-time work that involved responsibility for interpreting laws, rules and regulations, and/or securing compliance with them; or compiling and evaluating statistical, historical, economic, business, financial, or technical related or program data;
OR
an equivalent combination of education and experience substituting one year of the above required experience for each year (thirty semester or equivalent hours) of the required education.
