Job Description
The Iowa Department of Health and Human Services (HHS), Division of Medicaid, Bureau of Quality Innovation and Medicaid Policy is seeking a Medicaid Supplemental Payment Program Manager to join our team!
The Medicaid Supplemental Payment Program Manager will play a critical role in the design, implementation, and oversight of our Medicaid Directed Payment Programs (DPPs). These programs are essential in ensuring appropriate reimbursement for healthcare services and supporting the delivery of high-quality care to Iowa’s Medicaid members. This position offers a unique opportunity to shape healthcare policy and make a tangible difference in the lives of Iowans.
Key Responsibilities:
+ Program Development and Management: Lead the development, implementation, and ongoing management of Medicaid Directed Payment Programs, ensuring compliance with federal and state regulations. This includes understanding and interpreting CMS guidance related to directed payments.
+ Financial Analysis and Oversight: Monitor program expenditures, analyze financial data, and develop projections to ensure fiscal integrity and program effectiveness. Collaborate with finance teams on payment methodologies and reconciliation.
+ Stakeholder Engagement: Foster strong collaborative relationships with internal divisions (e.g., policy, finance, managed care organizations), healthcare providers, associations, and other external stakeholders.
+ Policy and Regulatory Compliance: Stay abreast of changes in Medicaid policy, federal regulations, and healthcare industry trends. Ensure all DPPs are compliant with CMS requirements and state law.
+ Data Analysis and Reporting: Utilize data to evaluate program performance, identify areas for improvement, and generate comprehensive reports for internal and external audiences.
+ Communication and Training: Develop and deliver clear and concise communications, presentations, and training materials related to DPPs for various audiences.
+ Problem Solving: Identify and resolve complex program issues, working collaboratively with stakeholders to develop effective solutions.
Qualifications:
+ Education: Bachelor's degree from an accredited college or university in Public Health, Healthcare Administration, Business Administration, Finance, Public Policy, or a related field. Master's degree preferred.
+ Experience:
+ Minimum of 5 years of progressively responsible experience in healthcare administration, Medicaid programs, healthcare finance, or public policy.
+ Demonstrated experience with Medicaid directed payments, supplemental payments, or similar healthcare reimbursement methodologies is highly preferred.
+ Proven experience in program management, including design, implementation, and evaluation.
+ Experience working with federal and state healthcare regulations.
+ Skills:
+ Excellent analytical and problem-solving skills with the ability to interpret complex data and regulations.
+ Strong financial acumen and understanding of healthcare finance principles.
+ Exceptional written and verbal communication skills, including the ability to communicate effectively with diverse audiences.
+ Proven ability to build and maintain effective working relationships with internal and external stakeholders.
+ Strong organizational skills and attention to detail.
+ Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field,andexperience equal to four years of full-timeprofessional-level workinprogram administration, program development, program operations, or management.
2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
3) All of the following (a, b, and c): a. Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
