    Summary PUERTO RICO NATIONAL GUARD ARMY TECHNICIAN VACANCY ANNOUNCEMENT COLA: 2.49% Duty Location: JFHQ-PR, United States Property & Fiscal Office (USPFO), Fort Buchanan, PR Responsibilities This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Selected applicant(s) will be required to complete an online Onboarding process. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. AREA 1 = All permanent Technician Officer, Warrant Officer and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. AREA 2 = All indefinite Technician Officer, Warrant Officer and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. AREA 3 = Officer, Warrant Officer and Enlisted currently serving members of the Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. DUTIES: As a PROGRAM ANALYST (D1905000), GS-0343-9, you will provide management with objectively based information to effectively assess the full range of logistical asset accountability of all units/activities within the state. The purpose is to monitor and ensure effectiveness of operations regarding logistics accountability. Identifies process, system, and equipment on hand deficiencies by applying defect prevention principles and root cause problem resolution techniques and recommends corrective action for each. Serves as advisor to the USPFO and his staff members regarding compliance, readiness posturing as relates to accountability, and mission limiting issues. PHYSICAL DEMANDS: The work is primarily sedentary, although some slight physical effort may be required. Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in storage, or comparable work area. WORKING ENVIRONMENT: Typical work is performed indoors or outdoors, in an environment involving everyday risks. GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year at the next lower-level grade GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as developing sampling plans and procedures for validating unit/activity accountability and inventory certifications; evaluating the effectiveness of substantive unit programs and processes in meeting their established goals and objectives; analyzing evaluation results on both a quantitative and qualitative basis to identify accountability strengths and weaknesses; developing recommendations or suggest program or process improvements for the organization; planning and designing procedures to improve organizational effectiveness and efficiency; developing and administering a system of reviews, management controls, evaluations, and checklists designed; planning, coordinating, and carrying out successive steps in fact-finding and analysis of assigned projects; using standardized and locally developed evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation, plans and accomplish scheduled evaluations; adapting methods to meet needs of the specific situation; evaluating management effectiveness of property management functions and informing management of their programs; coordinating and/or conducting management studies of organization, staffing, work measurement, methods, or procedures; reviewing administrative audits, Financial Liability Investigation for Property Loss (FLIPL) reports, and Command Supply Discipline Program (CSDP) review reports; developing a scope of recommendations to improve accountability processes and corrective actions; monitoring all requirements defined in Department of the Army (DA), National Guard Bureau (NGB), and local publications or other applicable directives; applying statistical analysis techniques impacting the effectiveness of the organization to meet the organizational goals and objectives; performing 100 % inventories of unit/activity equipment and supplies and analyzing requisition data to determine causes of any discrepancies; interpreting a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices; providing USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with factual, objective assessments of the unit's ability to conduct unit logistics operations and account for federal property; developing processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers; recommending internal reporting and status tracking procedures progress reports, and follow-up reports; managing the evaluation program to ensure required actions are tracked and completed. Education SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A 4-year course of study leading to a bachelor's degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for SIX (6) months of specialized experience. One full year of graduate level education or superior academic achievement in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for TWELVE (12) months of specialized experience. NOTE: Copy of the Official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
