    Job Description

    The purpose of this position is to manage the full life cycle of procurement activities within the Budget and Planning unit of the Office of Information Technology (OIT). The individual in this position must have efficient verbal and written communication, strategic thinking, risk mitigation, relationship management, analytical, and negotiation skills. This is a non-supervisory position with responsibilities that include managing the process of sourcing and purchasing of commodities and services in accordance with the Office of State Courts Administrator (OSCA) policies and procedures as well as statutory requirements. This position will evaluate suppliers; negotiate, prepare and write contracts and agreements to ensure the best value to the State of Florida Courts; work closely with OSCA's General Services and Legal Departments to ensure agreements and terms are in line with requirements; plan and oversee the work of suppliers; negotiate and review contract renewals, amendments and change orders; ensure timely procurement; develop OIT procurement procedures and guides; and prepare and maintain performance metrics and reports.

     

    Examples of Work

     

    Procurement Management: Manage the timely procurement and payment of commodities and services. Work closely with customers throughout the purchasing life cycle to ensure a clear understanding of needs, status of procurement and receipt and acceptance of commodities and services to ensure timely payments that comply with the State of Florida's prompt payment laws. Purchase goods and services that meet the quantity and quality expectations of customers and internal stakeholders. Order in advance to ensure both vendors and internal customers have sufficient time for migration and implementation to avoid disruption of services. Maintain accurate and timely tracking of all procurement activities to assist with budget projections.

     

    Strategic Management: Develop sound, cost-effective strategies for the purchase of commodities and services. Develop clear targets and metrics for evaluating progress toward them. Evaluate spending operations while seeking ways to improve and enhance the quality of products purchased and the timeliness of deliveries. Conduct cost analyses and set benchmarks for improvement. Achieve moderate economies of scale and/or prevent moderate losses through the procurement and handling of or accounting for materials and supplies. Develop strategies to address delayed procurement, receipt of commodities and services and products shortages.

     

    Vendor Management: Maintain efficient relationships with suppliers while researching additional vendors to ensure the best price, service, and value to OSCA. Carefully analyze, monitor, and track supplier performance. Promptly and professionally address performance issues and ensure future corrective action is in effect. Serve as suppliers' main points of contact and answer questions or address concerns of suppliers.

     

    Reporting: Gather information and data. Prepare special, complex reports and manuals documenting procurement life cycle activities. Develop various OIT written correspondence required for leadership updates. Report to management regularly regarding the efficient flow of goods and services affecting operations.

     

    Other Duties: Complete special projects. Serve as back-up to OIT Administrative Assistants and Budget & Planning Manager. Train new staff on OIT Budget & Planning functions. Work as team member, leader or support when needed. Perform other miscellaneous administrative tasks, i.e., prepare for and attend meetings, develop agendas and minutes, respond to telephone calls, respond to e-mail messages, and perform other duties as needed.

     

    Education and Training Guidelines

     

    Bachelor’s degree in economics, statistics, information technology, business management, public or business administration, social science, or a closely related field; and

     

    Five years of related work experience associated with the duties of this position.

     

    Additional relevant experience may substitute for the recommended educational level on a year-for-year basis.

     

    Additional relevant education may substitute for the recommended experience on a year-for-year basis, excluding supervisory experience.

     

    Preference may be given to applicants with experience using state accounting and procurement systems, including the Florida Accounting Information Resource System (FLAIR), MyFloridaMarketPlace (MFMP), the Statewide Travel Management System (STMS), and Works. Proficiency with Microsoft Office applications such as Outlook, Word, Excel, Visio, and PowerPoint, as well as Adobe Acrobat Standard or Professional, is also desirable.

    + Ability to read journals and manuals, compose reports and business letters using proper format and grammar, speak to groups of coworkers and other state or local government offices.

    + Ability to add, subtract, multiply, divide, and compute ratios, rates, and percentages.

    + Ability to perform budgetary or mathematical calculations and analyses.

    + Ability to prioritize work, meet deadlines, and manage multiple assignments or projects.

    + Ability to solve problems and develop process improvements to prevent future similar problems.

    + Ability to make decisions with moderate impact.

    + Ability to achieve moderate economies of scale and/or prevent moderate losses through the procurement and handling of or accounting for materials and supplies, such as co-terming licensing, etc.

    + Knowledge of standard office machines, tools, equipment, or work aids involving moderate latitude for judgment regarding attainment of a standard or in selecting appropriate items.

    + This position has minimal physical requirements related to the receipt of technology equipment purchased.

    Special Comments

    *Hiring rate will generally be at or near the minimum salary. A higher appointment salary may be authorized commensurate with education and experience.

     

    This position is eligible for telecommuting work after six months of a successful probationary period.
