    Summary This position is located within Morale, Welfare, and Recreation (MWR) with NMCSD Sports / Aquatics. The purpose of this position is to plan and carry out a comprehensive athletic program to include sports and aquatics activities to meet the needs of the eligible patrons. The incumbent is primarily responsible for providing administrative, technical, and operational support and expertise on all matters pertaining to the Athletics and Aquatics programs at the Navy installation. Responsibilities Plans, organizes, coordinates, directs, motivates, publicizes (either verbally or via written methods, individually or through others inside/outside the department), and administers the activities and services of an installation sports and aquatics program. The program includes year round sporting activities, both directed, self directed, intramural sports, informal games and contests, and special events to improve and promote the physical fitness and mental well-being of authorized participants. Researches the populations' interest and adapts these various activities to the wide range of participant needs. Evaluates the effectiveness of ongoing activities and programs from the standpoint of participant response and available resources (financial, manpower, etc, unforeseen developments, and program objectives) and adapts and varies program activities in light of such findings. Facilities/Activities may include some or all of the following: picnic areas, softball fields, multi-purpose fields, outdoor basketball/volleyball courts, track, running trails, indoor gymnasium, basketball courts, racquetball courts, gear issue room and a physical fitness facility with separate locations for weight lifting. Area of responsibility normally includes men's and women's locker/shower rooms and saunas. Responsible for maintaining the athletic facilities and surrounding grounds. Makes recommendations to the MWR/Recreation Director/designated Supervisor concerning the need for improvements to the existing facilities to meet the needs of the customers. Ensures adequate and safe spaces are maintained. Responsible for generating and submitting for approval requests for purchases in accordance with current regulations and local instructions and within approved budget; recommends approval of purchase variances; and performs research to recommend sources of procurement. Ensures accountability of all receipts, propriety of expenditures, accuracy of source data, and adherence of internal control procedures at all subordinate levels, maintains the key and lock control program accountability control and proper disposition of assigned property through administrative offices. Maintains and enforces security for funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud waste and abuse. Develops plans for the use of sports facilities in the basic categories (i.e., basketball, softball, and those designed to meet more specialized interest and needs). Devises and adapts these various activities to conform to limitations in funds, facilities, equipment, and staff support. Ensures maximum effectiveness in attracting and motivating participants in recurring and nonrecurring activities and special events. Responsible for risk management to eliminate unsafe conditions and practices to protect employees, patrons, equipment and property. Interacts with local safety professional and industrial hygienists in the review process and makes recommendations for improvements. Ensures all recreational equipment conforms to the safety guidelines established by nationally recognized consumer agencies. . Prepares written reports on inspections, recommending hazard abatement plans and conducts follow-up inspections to ensure corrections have been made. May provide direct administrative and technical supervision to three or more of the following positions: NF-0189-03 (or equivalent GS) Supervisory Recreation Specialists, NF-0189-02 Recreational Assistants, NF-0189-01 Recreation Aids, NA-3502-01/02 Laborers/Groundskeepers, etc. Interviews and selects new employees and provides them with required orientation; plans and assigns work; provides applicable performance; resolves problems; approves leave; under direction initiates discipline or meritorious actions, as appropriate; develops training plans recommends advancement; and promotes equal Employment Opportunity. Ensure records are maintained for all sports and that current standings are advertised. Reviews participation, resources, unforeseen developments and program objectives. Determines the need for publicity, schedules of events and submits to the media and publicity specialist, ensuring maximum effectiveness in attracting and motivating participants in providing the widest possible range of activities in terms of military personnel interest and needs. Prepares and submits preliminary annual income/expenditure data for NAF budget via SAP systems. Monitors respective budget documentation to ensure appropriate execution of same. Recommends cost savings and budget reductions as required and/or noted. Requirements Conditions of Employment Qualifications Knowledge of athletics, sports and related safety programs that would be obtained with completion of a four year degree in athletics or related field or a minimum of four years of progressive experience in the athletic/recreation arena. Must have an in depth knowledge of activities, interest and needs of the military community to plan and conduct programs which will attract maximum number of participants. Knowledge of NCAA, AAU, ASA rules and Navy and Armed Forces instruction on sports and athletics programs. Skill and knowledge necessary to effectively manage financial and physical resources. Ability to communicate effectively both verbally and in writing. Ability to supervise, direct and motivate employees to obtain maximum productivity and efficiency. Must be knowledgeable in non-appropriated (NAF) personnel instructions and must be able to apply them while handling routine to complex personnel issues. Must have ability and knowledge to deal with personnel actions in a logical way that would be satisfying to both management and personnel involved. Education Four-year degree in athletics or related field OR Minimum of four years of progressive experience in the athletic/recreation arena. Additional Information Executive Order 12564 requires a Federal workplace free of illegal drugs. All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05. Per Department of Defense Instruction (DoDI) 1402.05. Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care. Non-U.S. citizens with fewer than three years of recent residential history in the U.S. may be determined ineligible for employment. Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period. Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required.
