    Summary This position is assigned to the Non-Appropriated Fund (NAF) Fitness, Sports, and Deployed Forces Support Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC); JEB LITTLE CREEK/ FT. STORY Fitness & Sport. Incumbent serves as a Facility and Maintenance Coordinator responsible for Morale, Welfare, and Recreation (MWR) fitness, sports, and/or aquatics facilities and maintenance operations. Responsibilities Facility Management duties comprise 50% of incumbent's time and include but are not limited to: · Oversees the maintenance and janitorial services of MWR fitness facilities, including but not limited to: fitness centers, gymnasiums, outdoor sports fields, aquatics facilities, locker rooms, saunas, laundry rooms, basketball and racquetball courts, climbing walls, and/or functional fitness areas. · Oversees the administration and management of the MWR Fitness Facilities to include facility and maintenance repair and projects, renovations, minor construction, alterations of buildings and outdoor facilities, budgeting, contract and bid proposals, facility planning, project planning, design contracting, project administration and control, and repair and maintenance of equipment in support of activities. · Assist in reviewing and approving drawings and blueprints for fitness facility upgrades and improvements. · Works with Fitness Program Director and Managers on interior space planning, work station layout, vehicle access, and space management. · Acts as point of contact for fitness facilities with Base and Headquarters element on construction and maintenance matters. · Conducts regularly scheduled inspections to ensure proper operation and maintenance of equipment is performed, is in compliance with safety regulations, and facility is kept attractive and clean. · Reports, logs and schedules repair of broken fitness equipment and ensures any malfunctioning equipment is properly secured until repaired. · Makes recommendations for the acquisition of fitness center equipment, supplies, and parts. · Ensures operations comply with fire, safety, security, and hazardous materials handling; Occupational, Safety, and Health Administration (OSHA); Bureau of Medicine and Surgery (BUMED); Office of the Chief of Naval Operations (OPNAV) Instructions; Office of Personnel Management (OPM); and other related operating and safety policies, programs, and instructions. · Handles all trouble calls and maintenance pertaining to fitness centers, gymnasiums, and sports fields. Administrative duties comprise 20% of incumbent's time and include but are not limited to: · Prepares standard operating procedures (SOPs) and instructions concerning programs, operations, and safe use of equipment for the safety and well-being of all personnel authorized to use the facility. · Follows CNIC Fitness Standards by researching and planning for recapitalization and making recommendations for acquisitions to meet Navy requirements and patron needs. · Enters and approves employee time worked/time off into payroll system and reconciles time cards. · Handles equipment and supply purchasing, maintenance trouble calls, Daily Activity Reports (DAR), patronage counts, and other administrative operations related to running the program. Page 2 of 4 · Prepares financial plans, maintains records and reports, and exercises authority on approved budget. · Plans, organizes work, manages internal procedures and resources to ensure maximum productivity and economics. · Monitors fitness program facilities and initiates corrective action, when needed. · Procures supplies and equipment within spending limits with the use of an authorized NAF credit card. · Responds to questions regarding programs offered through Fitness Division and MWR. · Provides logistical support for special events and programs. Supervisory duties comprise 30% of incumbent's time and include but are not limited to: 1. Directs work to be accomplished by staff; 2. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities; 3. Conducts annual performance reviews of staff; 4. Participates in branch staffing decisions; 5. Ensures staff receives proper training to fulfill requirements of their positions; 6. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary; and, 7. Directly supervises between three (3) and fifteen (15) Recreation Assistant, NF-0189-2 and Maintenance Worker, NA-4749-05 employees. A qualified candidate must possess: Must possess knowledge of Navy physical fitness standards to enable the employee to competently and independently carry out fitness activities sports programming and be able to adapt standards to local applications with wellness of entire population being of primary concern and the skill in the application and utilization of such knowledge in planning and carrying out an enhanced fitness program that meets as fully as possible the needs of the participating community. Skill in the effective management of the financial and physical resources of the program. Thorough knowledge of rules and regulations relating to fitness. Skill in effectively organizing and utilizing available resources within the program framework of non-appropriated fund procurement and accounting procedures in order to prepare purchase order requests required to support programs. Detailed knowledge of financial recording of obligations incurred as part of the program. Must possess the skill, knowledge and ability to effectively promote a safe and healthy fitness program. Must have the knowledge of Navy and local directives governing fitness activities and the ability to enforce safety requirements as it relates to techniques and equipment. Must have the ability to speak effectively about the program and to motivate interested groups of active duty personnel and their family members in related activities and programs. Must be a mature individual who can work with large groups of people or individuals as necessary. Excellent written and verbal communication and interview skills are required to assess patron's, and assist with the promoting and marketing the program. PERSONAL CONTACTS Contacts are with military members at all levels, base personnel, MWR departmental staff, the Fitness, Fitness and sports staff, MWR Director, other managers, local publicity specialists, participants and other sports coordinators worldwide. PURPOSE OF CONTACTS Contacts are to obtain information, educate, instruct and motivate current and potential military members to obtain optimal results from the fitness program. The incumbent must exercise good judgment and display a sound personal character and cooperative demeanor in serving the military community PHYSICAL DEMANDS The incumbent is required to have an adequate level of physical fitness as position requires considerable walking, standing, kneeling, bending, pushing, pulling, climbing, reaching and lifting of objects weighing up to 45 pounds, unassisted as necessary to provide techniques of fitness and use of equipment WORK ENVIRONMENT Work is normally performed in a gymnasium with adequate light, heat and ventilation, however, some activities involve everyday risks or discomforts which require normal safety precautions typical of this specialty. CONDITION OF EMPLOYMENT Position has been designated Non-Critical sensitive. As a position of trust and 1TII position, employment is conditional on the successful competition of an Access National Agency Check (ANACI). Must possess and maintain a current driver's license to drive a government vehicle in the performance of duties may be required. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education Education: Major study - general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership: wild land recreation management: natural resources recreation; youth recreation: public, urban, or community recreation: special populations recreation (e.g., senior citizens, institutional, etc.):or physical education. OR - Experience At least three years documented experience that demonstrates the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include: specific training and understanding of all forms of exercise, and nutrition and wellness, manage fitness and associated programs, wide range of fitness equipment including resistance and/or selectorized machines, computerized cardiovascular equipment and free weights. Additional Information Salary is dependent on experience and/or education. Executive Order 12564 requires a Federal workplace free of illegal drugs.
