    Summary This position is a Family Advocacy Program Victim Advocate and Educator, and the primary purpose of this position is to provide family advocacy services for victims of spouse/intimate partner abuse and child abuse, community outreach, and education and training for the serviced population. Additionally, assist nonoffending parents or caregivers to victims of child abuse. Responsibilities Serve as Victim Advocate for the Family Advocacy Program (FAP), providing comprehensive assistance and liaison to and for victims of spouse/intimate partner abuse and non-offending parents or caregivers of victims of child abuse; and educating installation personnel on the most effective responses to domestic violence/intimate partner abuse on behalf of victims and at-risk family members. Screen victims of domestic abuse, evaluates their needs, and provides them with information about domestic violence, safe and confidential ways to seek assistance, their rights as Navy spouses, and the resources and services available to them. This involves maintaining current information on resources and services and advising victims before disclosure of the limited confidentiality rule. Coordinate with the FAP case manager on developing appropriate plan of assistance/intervention, which provides for the safety of the victim and their family members. Ensure that the clinical case manager is fully aware of the victim's situation. When FAP case managers are not on duty, this may involve working with law enforcement and/or sponsoring command. This involves decisions affecting a wide range of problems and services, some difficult/complex. Provide services for victims of spouse/intimate partner abuse and their families to include the following: crisis intervention; assistance in securing medical treatment for injuries; information on legal rights and resources available through both military and civilian programs; education, transportation; pretrial, trial, and post-trial support; and follow-up. Conduct the psycho-educational support groups for parents of Child Abuse and adult victims of Domestic Abuse. Evaluates needs and establishes with victims a detailed, individualized safety plan and reviews and revises the plan with the victim, as necessary. Make referrals to other helping agencies. Provide advocacy services to non-offending parents or caregivers of identified victims of child abuse, including safety planning, identifying supportive resources, working with civilian authorities, and creating an environment that makes it easy for the non-offending parent or caregiver to support the child. Advocate for the expressed interests and safety of the victim when providing information to military and civilian courts; the Clinical Case Staff Meeting; and, when accompanying victims to legal appointments and investigative interviews. Report all suspected child abuse or neglect cases to proper state child protective service authorities in coordination with the Family Advocacy Representative (FAR) for investigation. Report incidents to military police and Naval Criminal Investigative Service (NCIS), as appropriate. Serve as the point of contact for assisting and processing all Transitional Compensation for Abused Dependents (TCAD) applications. Provide information and referral to clients. Train and educate commands regarding separation paperwork and eligibility for TCAD. Coordinate with service member's command; servicing Staff Judge Advocate; local Victim Legal Counsel; FAP; base security; NCIS; and other agencies to facilitate TCAD requests and to ensure proper preparation of applications for TCAD. Complete and submit TCAD request packages to CNIC. Provide child focused advocacy and support services for parents of children involved in cases of Problematic Sexual Behavior in Children and Youth (PSB-CY), ensuring all actions comply with Department of Defense (DoD) and Navy instructions and civilian reporting requirements. Receive reports of PSB-CY from military and civilian representatives and take all steps required under the FAP PSB-CY. Provide or coordinate advocacy and support services access with other FAP providers or with community clinical providers to include psycho-educational support and safety planning. Provide communication and services to parents to enable them to better support and assist their child. Provide communication to the FAR/FAP clinical provider, providing information and observations to aid in the completion of tools which assists in classifying the sexual behavior and aids in making referrals to the installation FAP, as appropriate. Provide services to parents including responding to crisis situations, addressing immediate safety concerns, safety and supervision planning, education about the PSB-CY process (from assessment, through possible investigative and legal process, education about the dynamics and possible short- and long-term impacts of PSB-CY from a developmentally attuned and trauma informed lens, assisting them understand their rights as crime victims when impacted by a PSB that reaches a criminal threshold. Requirements Conditions of Employment Qualifications -The incumbent must meet the qualification requirements described in the 32 CFR, Part 61, Subpart B, PS 29: Prevention and Education Staff Qualifications AND PS 30: Victim advocate staff qualifications. -The incumbent must have or obtain within six (6) months of hire and maintain the Basic Advocate Credential and Comprehensive Intervention Specialist designation per the National Advocate Credentialing Program (NACP)/National Organization for Victim Assistance (NOVA) policy guidelines, and complete initial and ongoing certification training requirements. -Due to the nature of the work, the incumbent may serve in an "on call" duty status outside of normal work hours that include remaining ready to perform work, carrying a cellphone and remaining in a reasonable call back radius, staffing the 24/7 support duty line, as needed: regularly checking email to respond to crises. and/or reporting to a designated post of duty to be ready to or to perform work. -The incumbent must have or be able to obtain and maintain a current state driver's license. -This position may require Temporary Duty Travel (TDY) or business travel up to 25% of the time away from the regular duty station. -This position requires routine on-site access to government facilities. The incumbent may perform the required tasks at an off-site location for situational telework only. Education All FAP personnel who conduct clinical assessment of or provide clinical treatment to victims of child abuse or domestic abuse, alleged abusers, or their family members must have all of the following minimum qualifications: A Master in Social Work, Master of Science, Master of Arts, or doctoral-level degree in human service or mental health from an accredited university or college. and Two years of experience working in the field of child abuse and domestic abuse. and The highest licensure in a State or clinical licensure in good standing in a State that authorizes independent clinical practice. All FAP personnel who provide prevention and education services must have the following minimum qualifications: A Bachelor's degree from an accredited university or college in any of the following disciplines: (1) Social work. (2) Psychology. (3) Marriage, family, and child counseling. (4) Counseling or behavioral science. (5) Nursing. (6) Education. (7) Community health or public health. (B) Two years of experience in a family and children's services public agency or family and children's services community organization, 1 year of which is in prevention, intervention, or treatment of child abuse and domestic abuse. (C) Supervision by a qualified staff person in accordance with the Service FAP headquarters policies. All FAP personnel who provide victim advocacy services must have these minimum qualifications: A Bachelor's degree from an accredited university or college in any of the following disciplines: (1) Social work. (2) Psychology. (3) Marriage, family, and child counseling. (4) Counseling or behavioral science. (5) Criminal justice. (B) Two years of experience in assisting and providing advocacy services to victims of domestic abuse or sexual assault. (C) Supervision by a Master's level social worker. Additional Information Salary is dependent on experience and/or education. Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period.
