    Summary This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the AF Reserve unit where assigned. ARTs receive on average one weekend of military training per month. Responsibilities The primary purpose of this position is: as an Air Reserve Technician (ART), to exercise technical and administrative supervision of workers directly or through subordinate leaders and/or supervisors in accomplishing aircraft survival/flight equipment and fabric work in an integrated environment as well as to train reservists in the duties and responsibilities set forth herein. Position functions as the primary supervisor at an Associate Air Force Reserve unit. The organizational location of this position is: An AFRC Operations Wing, Group, Squadron and Flight at an Associate Air Reserve Wing or Group. DUTY 1: Plans on a weekly or monthly basis the use of subordinate workers, equipment, facilities, and materials in an organizational segment or group. DUTY 2: Performs work direction responsibilities. DUTY 3: Performs administration responsibilities. DUTY 4: Applies Equal Employment Opportunity (EEO)/Equal Opportunity Treatment (EOT) principles and requirements. DUTY 5: Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Requirements Conditions of Employment Qualifications Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4800 General Equipment Maintenance Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to supervise as an Aircraft Survival & Equipment Repairer Supervisor. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of supervision and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/Equal Employment Treatment. 2. Knowledge of safety regulations, practices, and procedures. 3. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and/or test equipment common to trades supervised. 4. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. 5. Knowledge of aircrew flight equipment and chemical/biological defense equipment inspections and maintenance procedures using, fitting, and caring for aircrew flight equipment and chemical/biological defense equipment; and related supply procedures; and aircrew flight equipment continuation and chemical/biological defense training classes. 6. Ability to plan and organize work assignments to include determining resources. OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTAs). The incumbent's regular assignments consist primarily of ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. The work may require the employee to drive a motor vehicle. An appropriate valid driver's license may be required for the position. 3. May be required to travel in commercial or military aircraft in the performance of temporary duty assignments (TDY). 4. Performs other related duties as assigned. 5. May be required to work other than normal duty hours and tours of duties such as rotating shifts, overtime, weekends, call back, uncommon tours of duty, holidays, etc. 6. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 7. This is a testing designated position (TDP). The employee is subject to random drug testing. 8. Must be able to obtain and maintain a Secret Clearance. FUNCTIONAL REQUIREMENTS: Incumbent is exposed to aircraft noise and performs considerable bending, stooping, climbing, reaching, standing for extended periods of time and lifting up to seventy-five pounds. Climbs on aircraft and work platforms. Incumbent must maintain ready reserve status in unit assigned and fly in military aircraft or commercial aircraft for TDY purposes. May be required to drive military vehicles. Mandatory training includes CPR, self-aid and buddy care, environmental practices and procedures from law, instructions, and directives. Complies with explosive safety license requirements. Member may be required to work alone. ENVIRONMENTAL FACTORS: Working conditions: Works inside and outside. Subject to inclement weather and danger of falling from parked aircraft. Possible danger from explosive munitions, pyrotechnics, activating devices, and high- pressure cylinders. Exposure to eye, respiratory and skin irritations from toxic fumes, chemicals, poisons, insulation, waste materials and fiber glass materials. Possible infectious disease hazard through contact with body fluids on equipment. Works in noisy, hazardous areas. Physical Effort: Lifts up to 75 pounds. Extensive standing, some walking, climbing, bending and stooping. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
