    THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $160,000- $186,618.00

     

    THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE STAFF ANALYST.

     

    The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

     

    The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.

     

    The Audit and Risk Management area within DFS is responsible for overseeing and monitoring of the financial health of contracted provider agencies and monitoring and identifying areas of financial risk. This includes preparing year-end reconciliations for each provider, reviewing annual provider financial audits, and monitoring provider agency corrective action plans, annual closeout reconciliations/appeals and oversight of the DOE audit of CCBG funded Early Learn contractors, Social Security Benefits Unit (SSBU) Banking, Monitoring and Risk Management units, Child Welfare Contract Audits (CWCA), managing Supplemental Security Income (SSI) and Retirement, Survivors and Disabilities Insurance (RSDI) payments on behalf of children in foster care, all ACS Banking and cash transactions.

     

    The Assistant Commissioner for Audit and Risk Management reports directly to the DFS Associate Commissioner for Payments and Audit and Risk Management and is a member of the DFS Senior Management Team.

     

    The Assistant Commissioner is responsible for strategic planning, development, and executive management of a comprehensive set of audit, monitoring, and technical assistance functions to support contracted service providers that deliver program services for ACS, including Foster Care, Prevention Services, and Youth and Family Justice services. The DFS audit and monitoring functions are designed to comply with internal and external oversights, including the Mayor’s offices of Risk Management (MORM) and Contract Services (MOCS) and the Comptroller’s office. In addition, the Assistant Commissioner is responsible for coordination with MOCS in implementing and complying with the citywide Standard Audited Financial Reports system and procedures (SAFR).

    Duties include but limited to:

    - Develop and enhance a system of financial risk assessments and associated reports of ACS activities and initiatives, as appropriate.

     

    - Provide financial/banking information relevant to the management of ACS Bank Accounts, and supports the policymaking regarding the sub-accounts of the Social Security beneficiary funds of eligible youth in ACS care.

    - Directly supervise a Senior Executive Director and have oversight of managers who direct the daily operations for the following units:

    -Child Welfare Audits

     

    -Monitoring and Risk Management

     

    -Close-outs and Appeals

     

    -NYC Public Schools’ CCBG Contract Audits

     

    -Social Security Benefits and Banking Units

     

    - Responsible for working with DFS managers to plan and develop an annual financial audit and monitoring plan for each program area that meets the Federal, State, and City oversight requirements. In addition, each area will develop and implement an annual plan for reviews, field visits, and technical support to ensure that ACS contracted programs, and program initiatives, are fully implemented with appropriate internal controls.

     

    - Ensure that the fiscal management of closeouts, monitoring and evaluation of contracts is carried out in a timely manner.

     

    - Ensure appropriate compliance with Federal, State, and local regulations and directives associated with managing Social Security benefits on behalf of eligible children in ACS care, and with the banking requirements for ACS funds.

     

    - Work closely with the DFS Senior Management Team to provide guidance and support in the development of procedures and systems to support efficiency and best financial practices across the Division. In addition, the Assistant Commissioner will participate in agency-wide initiatives to improve financial operations.

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

    2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

    3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

    4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

    5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
