Job Description
The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.
The Division of Financial Operations and Budget Administration seeks a candidate to be the Deputy Director of the Financial Services Division (FSD). The selected candidate will report to the Director of FSD will manage a team of staff on tasks related to payments, banking operations, and reporting to requisite stakeholders. The selected candidate will be encouraged to have a latitude to exercise independent judgment and initiative. The selected candidate's overall responsibilities will include but not limited to:
-Review vouchers and purchase orders in FMS and PASSPort to ensure compliance
prior to processing vendor payments.
-Manage a team of 11 staff members overseeing bank reconciliations, financial
analysis, and related fiscal operations.
-Review and resolve payment discrepancies across various facilities and support
commands
-Prepare and reconcile fiscal year-end accruals in pursuant to the Comptroller’s
guidelines
-Monitor outstanding invoices to ensure prompt payment.
-Review bank reconciliations to ensure accuracy and compliance
-Liaise with the Department of Finance to address lost, stale, or stop payments.
-Train staff on PASSPort payment best practices to support the Mayor’s Office of
Contract Services (MOCS) with internal staff trainings.
-Attend MOCS Change Managers meetings and disseminate findings to relevant
units.
-Reconcile invoice, PO, and payment mismatches while providing support to
facilities during fiscal year-end procedures
-Address budget-related inquiries and support special financial projects as needed.
Preferred Skills
-Strong analytical skills with the ability to interpret and reconcile complex financial
data.
-Proficiency in Microsoft Office applications, including Excel (advanced functions),
Word, PowerPoint, and Outlook.
-Experience using the Financial Management System (FMS) for budget tracking
and reporting.
-Ability to run and interpret data queries using FMS InfoAdvantage.
-Excellent verbal and written communication skills, with the ability to convey
financial information clearly and concisely.
-Strong client service orientation and a professional, solutions-focused approach to
internal and external stakeholders.
-Well-developed organizational and clerical skills, with the ability to manage multiple
priorities and meet deadlines.
-Effective interpersonal skills, with a collaborative mindset and ability to work as part
of a team.
-Familiarity with PASSPort, the City’s digital procurement system, is highly preferred.

Qualifications
1. A baccalaureate degree from an accredited college, and four years of satisfactory full time experience in the field of investigations, auditing, law enforcement, criminal
justice, or in a major operational area of the agency in which the appointment is to be
made, 18 months of which must have been in an administrative, managerial, or
executive capacity or supervising a staff performing investigations or related work; or
2. Education and/or experience equivalent to "1" above. However, all candidates must
have the 18 months of experience in an administrative, managerial, executive, or
supervisory capacity as described in "1" above.

Salary Min: $ 68,213.00
Salary Max: $120,000.00
