Deputy Commissioner of Management and Budget (DCMB) coordinates and oversees financial planning and audits, procurement of goods and services, payment for expenditures, capital construction, and the management and maintenance of Department facilities. Providing public information for your convenience, our subunits include: Budget Management Division, Fiscal Accountability Unit, Acquisitions Management Division, and Facilities Management Division.
The Department is seeking to hire an experienced, highly motivated PASSPort Budget Liaison to work directly within the Budget Office. The Liaison will monitor, analyze, and manage the agency's OTPS budget; be responsible for leading, training and implementing the PASSPort system. The candidate will work with the Contracts Office, DCMB, and other divisions to launch POs, encumbrances, budget approval and processes, financial requests, etc. Candidate will be expected to exercise independent judgement, handle sensitive matters confidentially and with significant discretion, and execute tasks that make it easier for operational leads and the program teams to conduct their duties.
Duties will include but not be limited to:
Manages the annual OTPS expense budget; manages monthly line-item budgets and provides regular updates to the divisions; Reviews and applies budget approval to requisitions and contract actions.
Analyze, track and approve fiscal requests, including New Needs, to ensure compliance with approved financial plans and maximize agency budget resources.
Perform technical budget activities including budget modifications, journal entries, monthly variance reports, quarterly spending plans and other technical budget functions in the City Financial Management System (FMS).
Function as a lead PASSPort subject matter expert and policy advisor for the unit and agency stakeholders.
Work with the Contracts Office, DCMB, and other divisions to launch POs, encumbrances, budget processes, financial requests, etc.
Work with program teams to ensure the appropriate processes are being followed in PASSPort and troubleshoot any contract, encumbrance, or budget issues.
Assist clients with planning and strategic sourcing as well as troubleshooting technical issues with Mayor's Office of Contract Services (MOCS).
Independently identify, develop, and advocate for projects and tools that improve division automation and efficiency.
Lead and coordinate inter-agency logistics, trainings, and materials for meetings.
Represent the Budget Office on various NYPD meetings, including external meetings with the Mayor's Office of Contract Services (MOCS).
Serve as project manager for other various other initiatives, as necessary.
Coordinate internally across multiple divisions including but not limited to Procurement, Fiscal, Budget, etc.
Provide technical support and guidance to the agency and stakeholders to ensure proper use and submission of documents through PASSPort or other City systems.

Monday-Friday; 9:00am-5:00pm

Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
