The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
Within ACS, the Division of Preventive Services (DPS) is a beacon of support to families by connecting them to community-based resources. The division works to provide resources that maintain the safety and wellbeing of families. DPS provides guidance and resources to our contracted providers that strengthen their ability to assess and address the service needs of families.
The Office of Program Management & Sustainability (OPMS) oversees a dynamic portfolio of multi-partners projects aimed at advancing prevention strategies, fostering innovation, and ensuring the sustainability of evidence-based programs within the child welfare system. With responsibility for managing cross-functional teams spanning program development, systems, data analysis, and practice support OPMS plays a pivotal role in shaping the future of prevention services in New York City.
This senior leadership position offers an exceptional opportunity for a strategic thinker and proven leader to influence the division’s strategic direction, lead complex initiatives, and build collaborative relationships across city, state, and federal agencies. The Associate Commissioner will be a key member of the Division of Prevention Services leadership team, responsible for aligning initiatives with the agency’s mission to strengthen families, promote equity, and improve child and family outcomes.
The Division of Prevention Services (DPS) is seeking an outstanding candidate to serve as Associate Commissioner for The Office of Program Management & Sustainability reporting to the Deputy Commissioner for DPS, the selected candidate will be an integral member of the division’s leadership team.
Key Responsibilities include:
Strategic Leadership & Vision: Lead the design, implementation, and oversight of a comprehensive portfolio of prevention programs, ensuring alignment with evidence-based practices, city priorities, and federal mandates such as the Family First Prevention Services Act (FFPSA). Translate the division’s strategic vision into actionable initiatives that drive innovation, sustainability, and continuous improvement.
Cross-Agency Collaboration & Stakeholder Engagement: Act as a senior liaison across internal divisions, external government agencies, community organizations, and funders. Foster partnerships that support integrated service delivery, data sharing, and policy development particularly with the Division of Policy, Planning, and Measurement (DPPM), Division of Finance, and intergovernmental partners.
Program & System Oversight: Manage and support over 130 prevention programs, ensuring fidelity to service models and compliance with city, state, and federal requirements. Oversee the development and management of contracts, budgets, and relationships with model providers, utilizing data analytics and qualitative research to inform programmatic enhancements.
Innovation & Sustainability: Lead efforts to develop new service models, leverage funding innovations, and support the procurement process to ensure flexible, responsive prevention services. Collaborate with the Research and Innovation team to embed evidence-based practices into daily operations and strategic planning.
Data-Driven Decision Making: Lead the Strategy, Planning, and Analysis (SPA) team and contracted analytic resources to integrate data into decision-making, needs assessments, and program evaluations. Promote a culture of continuous learning and adaptation through robust research and analysis.
Practice Support & Capacity Building: Support prevention providers by ensuring they have the tools, training, and resources necessary to deliver high-quality, family-centered services. Facilitate professional development, promote best practices, and support a safety-oriented, trauma-informed organizational culture.
Policy & Legislative Oversight: Represent the Deputy Commissioner at high-level meetings with federal, state, and city officials. Propose legislation, develop regulations, and craft policies to support prevention initiatives, including those addressing high-need populations and system reforms.
Leadership & Organizational Development: Provide exemplary leadership to teams within OPMS, fostering innovation, agility, and a commitment to racial equity and social justice. Support staff development and promote a collaborative, high-performance division culture.
Thought Leadership & System Advocacy: Serve as a senior voice in shaping systemic reform efforts, advocating for policies and funding strategies that advance prevention services and promote family well-being citywide.

Qualifications
1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.
