This position will be based out of the St. Paul office.
This position will lead the Tax Benefits Unit within the Office of Business Finance, and be responsible for program administration and staffing, program development and implementation, intra/inter office and agency coordination and ensuring compliance with federal and state laws. The incumbent will play an important role in the development of legislative proposals and may be asked to testify.
The position manages several programs including the Angel Tax Credit Program, Launch Minnesota Grant Program, Greater Minnesota Job Expansion Program, Border Cities Program, etc. If you have a passion for helping small startup businesses, come join our team!
This position may require occasional overnight travel.

Minimum Qualifications

Four (4) years* of experience in economic development-related programs.
*Bachelor's degree in Accounting, Finance, Business Administration, Economics, or other closely related fields as determined by the agency may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience
AND
1 year of leadership skills, including the ability to manage, guide, and communicate with staff and partners at all levels.
Applicants that meet the above minimum qualification will be further evaluated on the following:
+ Knowledge of:
+ Angel Tax Credit and Launch Minnesota Grant Program programs to analyze eligibility, review and score applications and make determinations.
+ Complex rules and regulations governing the Angel Tax Credit, Qualified Data Center, Launch Minnesota Grant Programs.
+ Life cycle of a startup business.
+ Ability to communicate effectively with customers and stakeholders.
+ Incumbent must maintain valid driver's license, & insurance, OR have other reliable transportation
Preferred Qualifications
+ Knowledge of finance, economics, accounting, and tax credits.
+ Ability to analyze financial statements.
+ Advanced fraud investigation or risk compliance training or certification.
+ Knowledge of the roles and responsibilities of related state agencies in regard to these programs.
+ Experience providing coaching to staff. Experience with staff development, supervision, and team building
