Summary This position will be assigned to the NonAppropriated Fund Unemployment Compensation Program at JBSA Randolph. This a regular full-time category position with guaranteed 40 hrs per week. Employees appointed to a regular category position are eligible for benefits. Responsibilities Works in a centralized environment with the UC Program manager to administer the unemployment compensation program for Air Force nonappropriated fund (NAF) civilians. Participates with managing the program to ensure efficient. economical and successful administration of the AF NAF UC program. Under the direction of the UC Program Manager, develops and continually monitors overall Air force unemployment policies and procedures to ensure compliance with current federal and state laws and policies. Frequently involved in liaison with state federal program coordinators, and unemployment specialist at DoD and DoL to ensure the Air Force UC program is fulfilling the needs and meeting the expectations of all parties. Regularly coordinates with Air Staff, MAJCOM and installation level personnel specialist to ensure all parties are kept abreast of any change in requirements or processes. Coordinates with the UC Program Manager to respond to highly controversial inquiries from Congress, higher headquarters, and other Federal agencies; and responds to EEO complaints. Writes thorough responses that are reviewed by the UC Program Manager. Monitors the Air Force NAF UC program to ensure all work is accomplished on time and IA W established procedures. Follows up with late/missing determinations to ensure the Air Force retains the ability to challenge unwarranted monetary determinations. Maintains a case management system to ensure that information on active and inactive cases is readily available. Identities and tracks relevant metrics, conducts research and analysis to identify trends and to define continuing problems. Works closely with Air Force UC program manager to ensure all monetary determinations are reviewed to determine if an appeal is warranted. If warranted, ensures a timely, thorough and persuasive appeal is filed. Researches applicable state law to reference appropriate statutes to prepare the appeal and know the proper procedures to follow during the hearing. Serves as the AF representative during UC hearings. Provides persuasive, logical testimony to explain Air Force case to administrative judge. Follows-up to ensure Administrative Judge's decision is received and files higher level appeals when necessary. Prepares reports and presents metrics to determine timeliness of the AF NAF UC program. Qualifying Experience: Must have experience in personnel management and administration. Experience with unemployment program laws, rules, regulations and procedures. Must have experience and skill in understanding of the systems, methods, and administrative machinery for accomplishing the work of an organization. Experience to analyze problems and apply sound judgment in assessing the practical implications of alternative solutions. Experience in researching laws, regulations, policies and procedures to make accurate determinations on complex issues. Knowledge, Skills and Abilities (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to communicate with others effectively both orally and in writing. 2. Knowledge of and skill in understanding of the systems, methods, and administrative machinery for accomplishing the work of an organization. 3. Ability to analyze problems and apply sound judgment in assessing the practical implications of alternative solutions. 4. Able to show experience in researching laws, regulations, policies and procedures to make accurate determinations on complex issues. 5.
