    Management Analyst I: $115,980.80 - $148,491.20 Annually

    Overview:

    The Capital Project Management and Project Controls Program supports capital projects that deliver safe, clean water, flood protection and environmental stewardship throughout the county by providing streamlined solutions for the oversight and management of capital projects. Under this program, Valley Water has implemented and now manages a project management information system (PMIS) for projects in the Capital Improvement Program (CIP) and other business intelligence and analytics tools to provide enhanced project data analysis and reporting. The program also oversees the quality management system documentation of procedures and work instructions relating to the delivery of capital projects; provides regular updates on the status of capital projects to the Board of Directors and the Board’s CIP Committee; and coordinates with various departments across multiple divisions to create engagement and transparency in our agency’s multifaceted business areas. This position will be expected to provide analysis and support for all aspects of capital project delivery. This position will focus on developing and maintaining performance reporting and dashboards for capital projects. The Management Analyst will be expected to be well versed in data analysis and dashboard creation and able to assist in developing recommendations for organizational, operational, policy, financial, budgetary, and procedural improvements. This position requires a high level of flexibility, problem solving and customer service skills, as well as the ability to prioritize tasks and resources and to complete deliverables under general supervision. Vital to this position will be a strong understanding of the processes and procedures underlying the delivery of capital projects.

    About Valley Water:

    Valley Water is a public agency with an operating and capital budget of $964 million, and over 900 employees. With headquarters in San José, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community.

    Key Responsibilities include, but are not limited to:

    Data Analysis and Performance Reporting

     

    + Analyze project and program data to identify trends, gaps, and performance improvement opportunities.

    + Develop and maintain datasets related to project schedules, costs, risks, and performance indicators.

     

    Dashboard Development and Maintenance

     

    + Design, build, and maintain interactive dashboards using Power BI (or other business intelligence and analytics tools) and PMIS to visualize project performance metrics, financial summaries, and CIP portfolio status.

    + Collaborate with Information Technology, Financial Planning, and other departments to automate data feeds and ensure real-time updates where possible.

    + Customize dashboards for different audiences including executives, project managers, and external stakeholders.

     

    Capital Project Management and Project Controls Program Support

     

    + Provide support and process improvement suggestions for Capital Quality and Environmental Management System (QEMS), process documents and work with process owners to regularly update documents; coordinate biennial QEMS and other capital training courses.

    + Support the development and standardization of CIP reporting processes and templates.

    + Document business processes related to project tracking, data management, and reporting workflows.

    + Assist in the implementation of new tools and systems to improve capital project reporting and analysis.

    + Provide site admin support and training coordination for PMIS.

    + Assist other areas of the Business Planning and Analysis Unit where needed.

     

    Capital Improvement Program Support

     

    + Track project progress and flag deviations from approved timelines or budgets.

    + Prepare reports, presentations, and briefing materials for internal and external stakeholders, including the Board of Directors and Board committees.

    + Provide support as needed in the preparation and maintenance of the rolling annual CIP five-year plan.

    Ideal Experience:

    + Management Analyst I: One (1) year of experience in data analysis, project coordination, or program support.

    + Management Analyst II: Three (3) years of experience in data analysis, project coordination, or program support.

    + Experience with SQL, SharePoint, or Power Platform (Power Automate, Power Apps) and business intelligence and analytics software is a plus.

    Ideal Skills and Abilities:

    Management Analyst I:

    + Perform a variety of professional-level research, administrative, operational, financial, and analytical duties in support of projects, programs, and activities within the Business Planning and Analysis Unit.

    + Conduct studies, research projects, and analyses by selecting, adapting, and applying appropriate analytical, research, and statistical techniques.

    + Prepare a variety of clear and concise administrative, financial, statistical, and analytical reports.

    + Perform various analytical support duties, such as conducting studies on various operational, financial, budgetary, and/or administrative issues, evaluating existing and proposed policies and procedures.

    + Proficiency in Microsoft Excel and Power BI (or similar business intelligence and analytics software visualization tools).

    + Ability to manage, analyze, and interpret large datasets from multiple sources.

    + Learn the operations, policies, and procedures of Valley Water and assigned area.

    + Analyze, recommend, and develop improvements for procedures, policies, and reporting methods.

    + Coordinate and participate in administrative, budgeting, and fiscal reporting activities.

    + Learn pertinent federal, state and local codes, laws, and regulations.

    + Organize and prioritize a variety of projects and tasks.

    + Communicate clearly and concisely, both orally and in writing.

    + Establish and maintain effective working relationships with those contacted in the course of work.

    + Use common desktop applications and software.

    Management Analyst II (In addition to the ideal skills and abilities for Management Analyst I):

    + Familiarity with capital project life cycles, public agency budgeting, or public works projects.

    + Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative.

    + With comprehensive knowledge of the policies and procedures of capital project delivery, assist with identification and implementation of process improvements.

    + Participate in the development and measurement of industry benchmarks; consult with and advise Business Planning and Analysis Unit staff and management and make recommendations and review and evaluate implemented changes.

    + Strong verbal and written communication skills, with the ability to present complex data clearly.

    + Identify and utilize specialized computer software for gathering and analyzing data.

    Ideal Knowledge:

    Management Analyst I:

    + Tools such as PowerBI, Primavera, Microsoft Office Suite, Adobe Access, Project Management Information Systems, etc.

    + Principles and practices of public administration as applied to assigned operational unit and program administration.

    + Principles and practices of administrative, organizational, economic, and procedural analysis.

    + Methods and techniques used to analyze business/operational processes and recommend solutions for existing problems.

    + Principles of budget preparation, analysis, forecasting, and control.

    + Principles and procedures of financial recordkeeping and reporting.

    + Methods and techniques used to collect and analyze data and prepare reports based on findings.

    + Government agency programs such as, but not limited to, finance, budgeting, procurement, human resources, government relations, legal, water utility and watershed operations and management, and/or other related programs.

    Management Analyst II (In addition to the ideal knowledge for Management Analyst I):

    + Complex theories, principles, and practices of public administration as applied to operational unit and program administration.

    + Sources of information related to a broad range of District programs, projects, services, and administration.

    + Methods of quantitative and qualitative analyses to evaluate assigned projects, programs, and activities.

    + Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.

    + Principles of budget preparation, analysis, forecasting, and control.

    Ideal Training and Education:

    Equivalent to a bachelor’s degree from an accredited college or university with major coursework in Public Administration, Business Administration, Project Management, Finance, Data Analytics, or a related field.

     

    Substitution: Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

    Business Planning and Analysis Unit (Position Code 28)

    Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to work within 150 miles of their primary physical work location located in San Jose, California by their start date.

     

    This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
