Summary This position is in Canyon De Chelly National Monument, in the Visitor and Resource Protection Division. This position is a Required Occupancy. Responsibilities Duty statement: This position is in Canyon De Chelly National Monument, in the Visitor and Resource Protection Division. This position is located at Canyon de Chelly National Monument as serves as the Chief Ranger & Senior Law Enforcement Officer for the Southern Four Corners Group which also includes Hubbell Trading Post National Historic Site and Navajo National Monument. These are areas with complex jurisdictional issues and deep connections to the tribal communities they are located within. This is a supervisory position and the incumbent serves as a law enforcement program manager responsible for implementing a cooperative law enforcement program and providing law enforcement program guidance to the superintendent's office. Incumbent also serves as a liaison with tribal, state, and local law enforcement to develop and maintain law enforcement agreements. Also coordinates with regional and national NPS law enforcement managers to ensure compliance with policy. This position requires advanced knowledge of law enforcement management and practices gained from significant experience in one or more primary law enforcement positions, either within the National Park Service or in an agency performing an equivalent law enforcement mission. Such experience is a mandatory prerequisite for an incumbent of this position. This position is proposed designated as a secondary "administrative" law enforcement position for purposes of enhanced annuity retirement under 5 USC 8336 (c) and/or 8412 (d). As such, at least 3 years of prior experience actually performing arduous law enforcement as a primary duty federal law enforcement officer in a covered position or a position that could have been covered or equivalent experience outside the federal government is a prerequisite for this position. A full NPS law enforcement commission is a requirement for this position. The incumbent must be able to obtain and maintain a Type 1 Law Enforcement Commission and meet the physical and medical qualification requirements for a law enforcement ranger. The incumbent serves as the Senior Law Enforcement Officer (SLEO) with responsibilities for planning and executing visitor and resource protection strategies at all three units. The incumbent plans and implements strategies to provide for visitor safety, and protection of natural and cultural resources, and museum collections. This includes physical security planning and implementation of physical security measures. The incumbent accomplishes law enforcement objectives in coordination with other NPS areas, surrounding non-NPS agencies, and NPS regional and national offices. As a Type I commissioned law enforcement officer the incumbent also conducts investigations and enforces both federal and state laws when appropriate. The incumbent develops or updates general agreements with other agencies to allow for mutual support and accomplishment of overall public safety and resource protection goals. Incumbent will respond and assist local law enforcement agencies with law enforcement, emergency services and fire and rescue related calls within the park boundaries at all three park locations. Working Conditions: Duties require extended periods of outdoor work where the incumbent will be exposed to severe weather conditions in some areas of the district including temperatures well below freezing to in excess of 110°F. Investigations are conducted on foot, or in four wheel drive vehicles in remote backcountry settings. Emergency Service and law enforcement work requires entry into hazardous environments, exposure to dangerous persons, animals and substances and potential exposure to infectious diseases. Long periods of surveillance work may be required in cramped or unpleasant locations under unpleasant conditions. A wide range of personal protective equipment and clothing is required to be used and worn, some of which may be uncomfortable, hot or inconvenient to wear. Adherence to specific safety procedures is required. This is a testing designated position (TDP) covered under the DOI Drug Free Workplace Program. A Physical Exam Battery (PEB) will be required to measure overall fitness prior to entering on duty. Area Information: Canyon de Chelly National Monument is located 3 miles east from Chinle, Arizona, population 5,000. Chinle has gas stations, supermarkets, motels, churches, etc. however, medical facilities are 40 miles away. Elementary through high school and Dine College are within commuting distances. The climate is semi-arid to mountainous; park headquarters is at an elevation of 5,500 feet. Requirements Conditions of Employment U.S. Citizenship required. Must possess a Type I or higher Law Enforcement Commission. Any individual who is currently holding, or has held within the previous 52 wks, a GS position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 wks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selectee(s) will be required to carry a firearm while performing duties and maintain firearm proficiency. Selectee(s) must be free of any domestic violence convictions. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile. Applicants must be at least 21 years old. Qualifications All qualifications must be met by the closing date of this announcement-08/15/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. Selective Factors: Applicants must meet ALL of the following to qualify: Type I Commission: Must currently possess or be able to obtain a valid Type I or higher National Park Service (NPS) Law Enforcement Commission, or equivalent, by 08/15/2025. Primary law enforcement experience: This is a covered secondary law enforcement position under the special retirement provisions of 5 U.S. C. 8336(c) (CSRS) and 8412(d) (FERS). Applicants for this position must possess experience gained by substantial service in a primary law enforcement position. This position requires a minimum of Emergency Medical Responder or equivalent (First Responder, Wilderness First Responder, Wilderness Emergency Medical Responder (WEMR)) - AND - Applicants must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include: Managing a law enforcement program or a substantial component of that program such as district operation; Developing policies and procedures related to law enforcement, fire management, and EMS programs; Developing projects related to law enforcement or physical security; Conducting internal investigations; Conducting complex law enforcement investigations; Enforcing Federal laws and regulations relating to criminal activities such as illegal hunting and fishing, vandalism, harvesting of native plants, possession and use of controlled substances; Interacting and communicating with park visitors, park partners, other law enforcement agencies, and tribal leaders. You must include hours per week worked. This is a secondary-administrative law enforcement position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements but may not be eligible for special retirement coverage. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. Requirements Continued: You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home occasionally. You must obtain a government charge card for travel purposes. Education Law Enforcement Commission: This position requires applicants to possess, previously held (within the past three years), or be able to possess by 08/15/2025 a valid Type I National Park Service (NPS) Law Enforcement Commission (or equivalent), which requires completing training from an accredited institution. Physical Demands: Work requires considerable physical exertion including long periods of standing, walking over rough terrain, climbing, recurrent bending, lifting, reaching or similar activities. Because of unpredictable emergency demands employee must be able to operate safely and effectively in extreme environmental conditions for several days duration Strenuous exertion is frequently required in law enforcement activities. Dangerous persons must be physically confronted, subdued and apprehended, many of whom are known to carry weapons. Prisoners must be kept under physical restraint during transport and processing.Criminal investigations often must be carried out without regard to fixed work schedules, days off, or opportunities for proper rest or nutrition. The work may include the pursuit and physical apprehension of dangerous suspects. Incumbent must be able to provide for his/her unarmed self-defense. The work requires at least average physical agility, strength and dexterity. Working Conditions: Work includes both office and outdoor settings. The incumbent is routinely exposed to discomforts including weather extremes of high and low temperatures, rarified air and dust. Environment includes rough terrain exposed cliff faces, poisonous snakes and insects, cactus and thorny plants and shrubs. Some work is performed on the river with up to Class III rapids. Law enforcement duties may expose the employee to dangerous persons involved in criminal activities, or mentally unstable persons .Patrol and emergency response operations may require prolonged exposure to hazardous conditions.
