Description of Job
About the Unit
This position works in the Colorado Department of Transportation's (CDOT's) Center for Accounting with the Division of Accounting and Finance (DAF). The Division supports CDOT's overall mission by providing resources, analysis, information, and superior customer service to our decision makers, customers, and stakeholders, and by protecting and ensuring the responsible use of public assets. DAF includes the Center for Accounting (CFA), Office of Financial Management and Budget (OFMB), the Center for Procurement and Contract Services (CPCS), Subrecipient Grants Support Unit (SGSU), Headquarters Business Office, and Business Technology Branch
The Center for Accounting (CFA) performs and/or oversees all accounting functions such as accounts payable, accounts receivable, general ledger, treasury, payroll, fixed assets and annual audit for the department. The CFA Provides accounting and financial services to CDOT Regions, Divisions and employees, and works closely with the Office of State Controller to ensure adherence to state fiscal rules, Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards.
About the Position
This position leads the ERP Modernization project which will include the planning and execution of an upgrade/replacement to the legacy finance ERP (SAP ECC 6.0) including modules supporting accounting, budget, grants management, federal-aid billing, and procurement. Works with CDOT executive management, management of the Division of Accounting and Finance (DAF), and other stakeholders, to provide the full life cycle management of the finance Enterprise Resource Planning (ERP) including providing ongoing support and administration, and the upgrade/replacement and future enhancement of the ERP.
Your duties and responsibilities will include, but are not limited to, the following:
Product Roadmap and Implementation Strategy
+ Develop, maintain, and implement a plan of action for the Finance, Accounting and Budget ERP that aligns the organization around short and long-term goals set by the DAF governance team.
+ Collaborate with executive management to establish the scope, cadence and authorities of a new ERP governance structure, including modules supporting accounting, budget, grants management, federal-aid billing, and procurement.
+ Coordinate with the Colorado Governor's Office of Information Technology (OIT) and other experts to prepare CDOT to determine and adopt a solution system selection and implementation strategy, including the development of business requirements.
+ Lead coordination of the vendor solicitation and selection process for the ERP modernization project with OIT, CDOT procurement staff, and other stakeholders. If necessary, determine the solicitation selection committee members and evaluation criteria.
+ Serve as the single point of contact for state agencies, outside vendors and stakeholders for the ERP modernization project.
+ Ensure the plan is extensively vetted with all stakeholders including subject matter experts, executive management, and other stakeholders.
+ Develop and maintain in depth, detailed knowledge of the department’s business needs and communicate these effectively to a wide variety of stakeholders.
+ Collaborate with DAF management to develop a resource model through the phases of preparation, implementation and post go live support.
+ Manage consultant support contracts including coordinating the staffing and resourcing plan and consultant work priorities
+ Coordinate the ERP Modernization project with other associated technology initiatives including a new Work Order System, a new Human Resource Information Management System (HRIS), new grants management software, and other CDOT or State software initiatives planned and underway.
Ongoing support and administration of the system
+ Evaluate recommend and implement ERP system upgrades/replacements and future enhancements of the ERP.
+ Provide ongoing operational, business process and user training support.
Product Team and Product Development Leadership
+ Lead end-to-end process based product development and implementation to enable the delivery of modern services that meet the business needs of users.
+ Establish the environment necessary to operate as a high-performing cross-functional team in partnership with stakeholders.
+ Develop and support product team members by helping them address challenges they may encounter.
+ Partner with OIT, consultant, and vendor team members including but not limited to user experience designer, technical leads, database experts, functional leads (e.g. other product owners), and state agency users and leaders.
+ Contribute to a cohesive team culture of alignment, trust, empowerment, and collective investment in the success of the products.
+ Collaborate with others on prioritizing the product backlog and determining product release strategy.
Communication and Mentorship
+ Communicate with partners throughout CDOT and external stakeholders on the status of the entire program when needed to ensure that business needs are being met, enable long-term success, and set expectations.
+ Understand IT processes and tool strategies to support agency day-to-day efforts, driving toward greater efficiencies and higher quality deliverables.
+ Create feedback loops so that end users of the ERP solution are able to influence its development and implementation.
+ Develop and communicate the vision, strategy, and product roadmap to stakeholders.
+ Transparently communicate the value of the ERP system and user-centered methodologies to a wide audience.
+ Develop and provide training as needed

+ Daytime hours Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.

Must total at least 9 years and include the following
+ Four (4) years of experience in Project Management, Product Management, Program Management, IT, Computer Science, Public Administration, or another field closely related to the Major Job Duties
+ AND five (5) years of Product Owner experience that included two (2) years inall of the following: (see Product Owner definition below)
