    Summary This position is located in Morale, Welfare and Recreation Department of the Navy Region Southwest. The purpose of this position is to plan and carry out a comprehensive athletic program to include all indoor and outdoor sports activities at NAS Lemoore to meet the needs of eligible patrons. Incumbent is responsible for providing supervision, administrative, technical and operational support and expertise in all matters pertaining to Indoor/Outdoor Athletics at this installation. Responsibilities Plans, organizes, coordinates, directs, controls, motivates, publicizes and administers the activities and services of a large size sports recreation program. Plans, schedules, publicizes, develops, organizes, implements, evaluates and coordinates an active year-round program if competition for outdoor sporting activities, both directed, and self-directed. Providing administrative, technical, and operational support and expertise to the program. Responsible for coordinating with ground maintenance personnel the use and upkeep of the athletic facilities and surrounding areas. Makes recommendations concerning the need for improvements to the existing facilities to meet the needs of the customers. Ensures adequate and safe spaces are maintained. Responsible for risk management to eliminate unsafe conditions and practices to protect employees, patrons, equipment and property. Ensures maximum effectiveness in attracting and motivating participants in recurring and non-recurring activities and special events which may include running events and programs requirement to use MWR playing fields. Reviews, plans and specifications to ensure hazards are eliminated. Prepares written reports on inspections, recommending hazard abatement plans and conducts follow up inspections to ensure corrections have been made. Plans and coordinates recurring and non-recurring activities and special events. Arranges for all equipment and service for each event. Works with Commanding Officers to develop special sports and recreation programs for their commands to include but not limited to field days, aquatic events and command picnics. Provides technical advice to commands on sport rules and conducting events. Provides direct administrative and technical supervision to Recreation Assistants and other assigned including MWR custodial staff and the NAB sports programmer. Interviews and recommends selection of new employees and provides them with required orientation; plans and assigns work; provides applicable performance; resolves problems; approves leave; initiates discipline or meritorious actions as appropriate. Develops training plans, recommends advancement; and promotes Equal Employment Opportunity. Organizes and administers Intramural and Varsity sports. Maintains records for all sports and publishes current standings. Attends local and out of town conferences and meetings including National Recreation and Safety Conferences for the purpose of explaining local programs, obtaining information related to the latest program changes, new activities, equipment/products, etc. Prepares quarterly/annual income/expenditure budget for appropriated and non - appropriated budget support. Analyzes the budget plan and initiates action when indicated. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. A qualified candidate must possess: Knowledge of athletics and safety program that would normally be obtained with completion a four-year degree in athletics or related field or with a minimum of 3 years in the athletic/recreation arena. Must have an in-depth knowledge of activities, interest and needs of the military community to plan and conduct programs which will attract maximum number of participants. Knowledge of athletic programs to include all related principles, concepts and rules. Must have the ability to apply them to effectively oversee and administer a versatile athletic program to include self directed activities, intramural and varsity sports. Must be knowledgeable of NCAA, AAU, ASA rules and Navy and Armed Forces instruction on sports. Skill and knowledge necessary to effectively manage financial and physical resources. Skill in writing and developing instructions, correspondence, training plans and various reports. All written material must be understandable to a wide section of the military community as well as the civilian section. Knowledge of athletics and recreation facilities and sports fields for the purpose of providing guidance and technical assistance to Public Works and Contractors, thus ensuring that the facilities are constructed in a safe and functional manner. Ability to supervise, direct and motivate employees and volunteers to obtain maximum productivity and efficiency. Must have the ability and knowledge to deal with personnel actions in a logical way that would be satisfying to both management and personnel involved. Education High school diploma or equivalent required. Bachelor's Degree in Athletics or related field preferred. Additional Information Salary is dependent on experience and/or education.
