Summary This position is located in the Architect of the Capitol (AOC), Library Buildings and Grounds, Assistant Superintendent Tenant Services Division. The incumbent serves as the Wood Crafter (CNC) Assistant Supervisor & shares responsibility with the Wood Crafter (CNC) Supervisor for assigning, directing & reviewing the work of subordinates; evaluating their work performance, planning, scheduling and coordinating work operations; Solving problems related to the work performed by Section employees. Responsibilities Tour of duty is Monday - Friday 6am - 2:30pm SUPERVISORY RESPONSIBILITIES (50%) The incumbent functions as a full assistant to the Wood Crafter Supervisor with full authority to act on all matters for which the superior is responsible. Shares responsibility with the Wood Crafter Supervisor for the quality and quantity of the CNC work performed by subordinates. Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Makes recommendations to the Wood Crafter Supervisor concerning personnel matter such as employment and promotion, initiates disciplinary actions; schedules and approves leave; and keeps time and attendance records. Effectively prioritizes use of resources in support of the Library Buildings and Grounds mission. The incumbent is responsible for utilizing a thorough knowledge of and compliance with all OSHA safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in assigned areas. Provides or receives training, either on the job or through classroom training, to ensure that all direct reports know how to use required Personal Protective Equipment (PPE). Routinely checks to verify that subordinates are using all required PPE. USE OF COMPUTER NUMERICAL CONTROL (CNC) TECHNOLOGY (30%) The incumbent uses, creates designs and fabricates high-grade cabinetry, furniture, woodwork and signs via various CNC machinery. The New Hermes and additional Gravograph 8000 laser engraving machines and devices utilize CNC capabilities to produce, logos, signage and symbols, utilizing discs, flash-drives and internet images. Specialized software includes Gravostyle 7 for the signage machine and Microsoft Paint for graphics creation and Turbo-Cad Deluxe to create machine codes for custom router designs, utilizing computer programing, discs, flash-drives and internet images. Downloads from specialized WEB sites, such as Google Sketch-Up, and generates detailed plans, specifications and schematics to manufacture unique furniture for Congressional Members. The computer navigation to upload specifications and manufacture the furniture is more complex than site based digital controlled equipment or stand-alone tools and warrants classification to WG-11 for Wood Crafters assigned these responsibilities on a regular and recurring basis. DESIGNS CARPENTRY PROJECTS (10%) Using a thorough knowledge of wood supplies and precision wood working methods and their alternatives, plans and lays out work from specifications, blueprints, rough sketches and verbal instructions, taking into consideration the tooling, durability, cost, strength and appearance characteristics of a variety of softwoods, hardwoods, plywood, veneers and wood substitutes for projects. CRAFTS HIGH-QUALITY, DECORATIVE WOODWORK (10%) Makes and repairs high grade wooden items such as cabinetry, furniture and decorative woodwork for use in the Library Buildings. These items have intricate, precise and fancy features and details such as curved and contoured surfaces, book-matched panels, scrollwork, friezes, inlays and complex joints. Selects, cuts, turns, shapes, joins, bonds, fits, assembles and decorated wooden materials and parts, using the full range of hand and power wood working tools, machines and techniques to create superior and structurally reliable wood work which requires exact fitting and close weight, pressure and size tolerances to construct specialty furniture. Performs other related duties as assigned. Requirements Conditions of Employment You must be a U.S. Citizen. You must be able to pass a drug test. SCREEN-OUT: Ability to perform the work of the position without more than normal supervision. WS-10: Supervises workers directly or through subordinate leaders in accomplishing the CNC wood crafting signage responsibilities of the Section. Determines the sequence, priority and time for the performance of particular operations within the limits of broader work schedules and time limits; and exercises administrative and technical authority Plans the usage of workers, equipment, facilities, materials and tools on a day-to-day or project-by-project basis; adheres to work priorities, project schedules, resources and detailed work plans established by higher level supervisors; follows customary work cycles and sequences in planning work assignments; Tracks and reports progress on work assignments and requests authority to adjust work assignments and to use overtime, equipment and materials to meet schedules; and recommends changes to schedules, priorities and work sequences as necessary and makes minor deviations in procedures or redirects resources to overcome problems such as equipment failure, material delays or unplanned absences.
