The BCA Deputy Superintendent, MNJIS, position is one of four BCA Deputy Superintendents and has primary oversight and direction over the Minnesota Justice Information Services (MNJIS) division of the BCA. MNJIS is Minnesota’s gateway for the delivery of criminal justice information systems and services for the local, state, and federal levels and develops, maintains, and coordinates multiple, complex, statewide, integrated criminal justice systems as well as related business services such as criminal history background checks, fingerprinting services, and uniform crime reporting.
This position is responsible for strategic leadership in managing these critical technical and business services, as well as setting strategic direction for sharing criminal justice information. This position serves as the FBI CJIS Systems Officer (CSO) for Minnesota, providing oversight for the BCA’s information security and compliance program, which is responsible for ensuring the security and appropriate use of criminal justice systems and data in the state through auditing and training for compliance with the FBI CJIS Security Policy and BCA CJDN Security Policy. This position is responsible for enforcing the BCA’s Management Control Agreement (MCA) with MNIT Services, as required by the FBI CJIS Security Policy.
The Deputy Superintendent, MNJIS, is a member of the BCA senior leadership and management team that includes the Superintendent and the four Deputy Superintendents and is responsible for the overall strategic direction and implementation of BCA priorities. MNJIS is comprised of over 200 employees and contractors. This position collaborates with hundreds of state, local and federal criminal justice and other governmental entities and works across all branches of government.
This position is eligible for occasional telework as determined by the supervisor.

Minimum Qualifications
1. A minimum of eight (8) years of progressively responsible professional experience, including at least five (5) years in a managerial capacity. Managerial experience must include all of the following:
+ Oversight of multiple units, programs, divisions, or departments with demonstrated ability to lead and manage multidisciplinary, cross-functional teams
+ Strategic planning capabilities and the ability to evaluate and analyze complex issues at a strategic level to develop problem-solving solutions
+ Proven skills in organizational development, leadership, delegation, and interpersonal communication to support and implement organizational change
+ Experience in program management, policy development, and business process improvement, demonstrating sufficient technical expertise to plan, organize, direct, and explain complex programs and practices
+ Experience in criminal justice information systems or information technology
2. Demonstrated experience in the criminal justice field, including responsibility for interpreting, applying, and communicating complex state and federal laws in support of division or program-level work.
3. A demonstrated mindset focused on innovation and continuous improvement, with the ability to promote a culture of experimentation and adaptability.
4. Proven ability to manage multiple, complex, and competing priorities effectively while leading and motivating diverse teams with a focus on collaboration and results.
5. Excellent written and verbal communication skills, with the ability to engage diplomatically across audiences and maintain effective relationships with a diverse range of stakeholders.
6. Experience in financial and budgetary management.
7. Supervisory experience including hiring, coaching, performance management, and team development.
8. Ability to work effectively and cooperatively with individuals from diverse backgrounds and underserved communities.

Preferred Qualifications
+ Master’s degree or advanced degree in law enforcement, criminal justice, public administration, information services, or a related field from an accredited institution.
+ Knowledge of and experience interpreting and implementing FBI CJIS Security Policy requirements.
+ Experience working within public sector information technology, with strong knowledge of applicable statutes, rules, policies, standards, and government systems.
Physical Requirements
Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
