    License and Certification Qualifications: Certification by state of Georgia as a school social worker required.Education Qualifications: Master's degree in related field required.Experience Qualifications: Two years successful social work experience post master's level required. Experience in grant writing and working with the McKinney-Vento Homeless Assistance Act preferred.Skills Qualifications: Knowledge of early childhood development and family dynamics; ability to effectively and appropriately assess the academic, emotional, and social needs of students; ability to provide crisis intervention services to students, families, and schools; ability to effectively and appropriately advocate for students, families, and schools; ability to work collaboratively with district staff, local school staff, and community partners; ability to communicate clearly, both written and verbal; sensitive interviewing skills; and ability to act as a representative of Gwinnett County Public Schools.Primary Responsibilities: Responsible for ensuring compliance with the McKinney-Vento Homeless Assistance Act and the delivery of mandated services to facilitate the student?s attendance, interpreting laws relating to homeless students, providing case management, monitoring student progress, developing intervention strategies, and assisting in the coordination of education-related support services that serve GCPS homeless children.1. Provide program administration for the Office of Health and Social Services.a. Coordinate support for homeless students through the Director of Health and Social Services to ensure compliance with federal guidelines.b. Maintain detailed records and program required documentation.c. Interpret laws relating to homeless students, ensuring the delivery of mandated services.d. Act as a resource to local school administrators, counselors, teachers, and health services personnel regarding homeless students, interpretation of the homeless/school attendance policies and law, and record keeping requirements.e. Collaborate with local schools to identify and facilitate services for applicable students.f. Support local schools to provide staff and parent education concerning homeless students and families.2. Provide identification and enrollment services concerning the Homeless Education Program.a. Provide public notice of the educational rights of homeless students and assist in the dissemination of them where they receive services and in schools.b. Assist school personnel to accurately identify homeless students and to enter the students into the student information system.c. Ensure that students experiencing homelessness enroll and have full and equal opportunity to succeed in school.d. Support local schools by informing the parents or guardians of homeless students about the educational related opportunities available to their children and provide parents or guardians with meaningful opportunities to participate in the education of their children.e. Assist in the mediation of disputes in accordance with the Enrollment Disputes section of the McKinney-Vento Act.3. Provide local school support and service coordination.a. Provide support to local schools so that parents of homeless students are informed of transportation rights and facilitate these services for applicable situations.b. Assist local schools to ensure that homeless students receive services comparable to services offered to other students in the school, including transportation services, educational services for which students meet eligibility criteria, and school nutrition programs.c. Provide staff development and training to local schools and district offices concerning homeless student dynamics, support, and compliance.d. Facilitate educational related support services for eligible homeless students through coordination with local schools and agencies.4. Provide consultation, documentation, and reporting for homeless students.a. Consult with local school staff concerning specific complex student/family situations which impact school attendance or adjustment.b. Serve as a team member for local school student specific meetings as needed.c. Serve as a consultant and resource contact to local schools concerning issues and problems relating to school attendance, adjustment, or school environment.d. Serve as a liaison between the district and key community service agencies.e. Complete data and reporting assignments and submit them in accordance with departmental standards to the Director of Health and Social Services.f. Document provided services and appropriate maintenance of student information.5. Collaborate with outside agencies that serve homeless children and youth.6. Perform other duties as assigned. Physical Demands:While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus. The employee is required to operate a motor vehicle in performance of duties.
