Resume alignment to Job Description will determine initial salary grade. Promotion to the full performance level or any intermediate level is contingent upon meeting time-in-grade, experience requirements, successful completion of training requirements, and demonstration of acquisition of the knowledge, skills, and abilities needed at the higher level.

The Naval Foundry and Propeller Center (NFPC) is a modern manufacturing facility that occupies a 17-acre site at the Philadelphia Navy Yard with more than 750,000 square feet of industrial and administrative floor space. NFPC employs a highly skilled and versatile workforce of engineers, trades people and support personnel who specialize in advanced engineering, castings, and precision machining.

This position serves as the Scheduling Analyst in the Planning Branch (Code 1410.1), Program Management Operations Division, at the Naval Foundry and Propeller Center Detachment Philadelphia, PA of the Norfolk Naval Shipyard, Portsmouth, Virginia. The Naval Foundry and Propeller Center's (NFPC) primary mission is to design, manufacture, and repair propellers for the US Navy. Additionally, NFPC is designated as the National Consolidated Naval Ships Foundry. As such, NFPC provides naval castings for the Department of the Navy. The incumbent serves as a Scheduling Analyst supporting NFPC-NNSY Program Managers and other personnel such as supervisors and work leaders of the various divisions. The incumbent is expected to interface with higher level echelon command personnel and other outside contractors acting as a production officials/representative of various resources.
Responsibilities and duties include but are not limited to:
The incumbent serves as the scheduling expert for NFPC wide projects. The incumbent has the responsibility for developing, providing, planning and establishing integrated master production schedules for NFPC consisting of several different projects. The incumbent is responsible for interfacing with schedulers, production management, and project managers to develop and maintain integrated project schedules, including resource loading. Specific duties include:
• Performs schedule uncertainty and risk analyses.
• Assesses critical path and identify schedule risk and recommend solutions.
• Supports Earned Value Management assessments by evaluating planned/baseline schedule versus actual schedule progress and providing data to link to expenditures.
• Updates schedules based upon actual progress and utilizes historical information to improve future schedules.
• Performs site visits to projects within the cognizance of NFPC-NNSY during various stages of construction to observe, document, and ensures scheduling activities are performed in compliance with stated requirements and criteria.
• Advises management and higher level NFPC-NNSY personnel on status and progress while continually maintaining the Integrated Project Schedule (IPS) and suggests options for corrective action where needed.
• Advises project managers and operation managers on the best methods to customize the architecture for schedule development.
• Validates the suppliers schedule change to process to include clear boundaries and responsibilities.
• Utilizes schedule information to identify risk areas of activities and candidates for mitigation actions. Perform investigations to document reasons for modification, claim, and/or administration or scheduling errors. Consults with stake holders to determine and recommend innovative and improved schedule solutions.
• Analyzes and provides ship project planning and execution resource data for Project Managers, Shop Superintendents, Branch Heads, Division Heads, other senior NFPC-NNSY and Naval Sea Systems Command (NAVSEA) management.
• Performs statistical studies, which include collecting and analyzing data and making recommendations to assist management in making decisions that determine the workload for NFPC-NNSY.
• Conducts special workload studies involving workload addition and deletions, various scheduling parameter, changing machine availability periods and other workforce and workload variables.
• Maintains the database management for resources, programming and execution for all NFPC projects.
• Maintains the NFPC specific referential data in using standard templates.
• Develops automated reports reflecting resource loading and availability, including the identification of potential conflicts.
• Develops automated reports to track progress and flag late events.
• Develops short term schedule reports specifically to be used by the production managers to improve efficiency.
• Upon receipt of data the incumbent is responsible for developing Plan of Actions and Milestones reports using Microsoft Project. The incumbent is considered a Microsoft Project Subject Matter Expert (SME) who is responsible for developing the IPS and loading resources.
• Prepares project documents, reports and briefing charts for management and higher level; clearly communicating impact of the current schedule status, forecasts of delay or acceleration and identifying concerns.
• Provides documented findings in summary format to resolve project/process issues.
• Maintains records of work accomplishments and time expended and prepares production reports as requested.
• Reviews activity durations and overall schedule structure to determine schedule maturity.
• Applies specialized expertise and utilizes state-of-the art software tools and computer programs in the analysis of project schedule coordination and integration for the construction of multiple projects within close proximities.
• Prepares Findings of Fact, estimation/cost analysis, schedule analysis, evaluation and leading negotiations of multi-part, complex and costly modifications and claims for major Corps of Engineers construction projects within the region.
• Provides construction scheduling/administration training to staff elements.
• The incumbent monitors material inventories, tracks progress of production, and reviews factors that affect schedules, while making the necessary modifications to schedules, and issuing orders to the appropriate department due to revisions.
• Creates detailed schedules and responds to production problems and pursues and implements remedies.
• Implements critical initiatives, such as automated scheduling and schedule monitoring/reporting, to increase operational performance and margin.
• Other duties as assigned.
Qualifications required for the position:
• Knowledge of implementing data-based management systems.
• Knowledge of production scheduling working in manufacturing. Broad knowledge of managing production in manufacturing environments requiring multiple, complex routings.
• Broad knowledge and understanding of production scheduling principles. Broad knowledge and understanding of lean concepts, such as Lean Six Sigma.
• Must have strong computer skills with expert knowledge and abilities working in MS Project, MS Excel, MS PowerPoint and other scheduling tools as the incumbent is considered a SME.
• Expert in the use of Structured Query Language (SQL) to perform data mining, analysis and manipulation. Expert in the use of Visual Basic for Applications (VBA) to develop custom functions and subroutines. Ability to take descriptions of business requirements and break them down into logical groups of low-level components which can then be translated into database tables, forms and VBA/SQL code. Ability to develop ad hoc report applications in Excel or Access in accordance with new or changing business requirements. Expert knowledge of database design and best practices.
