TASK FORCE: Tax Policy, Revenue Forecasting & Economic Analysis
JOB TITLE: One (1) Assistant Director / Senior Assistant Director
CONTROL CODE: TAX-25-01
SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of more than 90 City agencies and entities.
OMB is seeking an Assistant Director that will lead the Tax Policy and Tax Revenue forecasting Task Force. This Task Force:
- Monitors and forecasts all sources of NYC tax revenues for the City’s financial plans.
- Maintains and updates the NYC tax forecasting models and publishes an annual report on the forecasting methodology.
- Participates in the design and is responsible for scoring City tax policy proposals.
- Analyzes and scores local effects of State and Federal tax policy.
JOB DESCRIPTION:
The duties of this position include:
- Direct and lead the Task Forces described above
- Develop and evaluate Tax Policy initiatives
- Direct staff analysis, review forecasts and monitor tax revenue
- Work across the agency to provide tax analysis and tax revenue projections on policy initiatives.
- Direct staff in their development of four-year, revenue forecasts and trends for the City Budget.
- Monitor state and national tax policy changes and assesses the impact of these policies on the City’s economy and tax revenue.
- Brief senior staff on Tax Policy/Tax revenue projections.
- Present to the City Council, fiscal monitors, and other stakeholders.
QUALIFICATIONS:
- Master’s degree in economics, public policy, or related field preferred.
- Experience working in or interacting with government
- Strong organizational, research, problem solving, and analytical skills
- Excellent communications skills, including strong writing and interpersonal skills.
- Proficiency in economic, statistical, and econometric analysis and program evaluation.
- Exceptional interpersonal skills and an ability to maintain working relationships with staff, City officials, government agencies, the public and all other internal and external workforces at all levels with utmost professionalism.
- Advanced ability to lead and oversee a team of professionals. Ability to work independently as a self-motivator and to motivate others as a leader of a team and to work with minimal supervision.
- Ability to manage multiple, often-competing priorities proficiently, and manage staff effectively to ensure properly skilled individuals are assigned to and satisfy specific needs.

Assistant Director ($167,101 - $199,768 Salary Commensurate with Experience):
Master’s degree in economics, public policy, or related field and a minimum of ten years of full-time experience developing and providing economic and tax forecasts and analysis of public policy issues preferred. Ideal applicant should possess at six years of supervisory experience.
Senior Assistant Director ($205,177)
Master’s degree in economics, public policy, or related field and a minimum of fifteen years of full-time experience developing and providing economic and tax forecasts and analysis of public policy issues preferred. Ideal applicant should possess at least ten years of supervisory experience of multi-unit teams.
