Position Summary
The Engineering Manager leads, overseas, manages, and develops a team of distribution planning engineers, customer service engineers and engineering technicians responsible for planning, designing, and construction of electrical distribution and fiber optic systems. This position ensures engineering activities prioritize system reliability, safety, efficiency, and consistency with utility and engineering best practices.
As the designated resource manager for distribution engineering and technical support across Power Delivery, this role drives high-quality project execution, supports cross-departmental coordination, and establishes standards and procedures that guide the design and implementation of Grant PUD’s distribution infrastructure.

Essential duties and responsibilities may include, but are not limited to, the following:_
+ Lead and develop a multidisciplinary team performing distribution planning, customer line extension design, and fiber optic plant layout.
+ Assign work strategically to balance workloads, support individual growth, and align with operational priorities.
+ Ensure staff are trained, qualified, and supported through coaching, mentoring, and performance feedback.
+ Participate in workforce planning, succession planning, and organizational development initiatives.
+ Establish and maintain engineering procedures, standards, and design criteria for distribution and fiber infrastructure.
+ Review and approve complex or escalated design decisions with potential impacts on critical systems.
+ Support periodic reviews and updates of construction drawings and design standards.
+ Provide technical guidance to staff and other departments; act as a subject matter expert across the organization.
+ Serve as program manager or stakeholder for capital and maintenance projects related to power distribution and outside fiber plant systems.
+ Collaborate with the Project Management Office, Telecommunications Engineering, and other departments to ensure efficient project delivery and scope alignment.
+ Monitor budgets, schedules, contracts, and resource allocation to optimize department performance and adherence to strategic goals.
+ Coordinate closely with departments including Construction & Maintenance, Customer Experience, and Large Power Solutions to resolve design issues, schedule work, and meet customer expectations.
+ Interface directly with customers as needed for complex service designs and issue resolution.
+ Evaluate and recommend improvements to customer service policies to ensure fair application and high-quality service.
+ Ensure accurate documentation and mapping of system assets, including safety planning as part of design workflows.
+ Oversee contractor and consultant performance on assigned projects and ensure compliance with applicable codes and standards (e.g., NESC, NEC, IEEE).
+ Promote and actively participate in Grant PUD’s safety program, including incident reporting and continuous improvement of safety practices.
+ Identify and implement process improvements that enhance team performance, service delivery, or system resilience.
+ Stay current on industry developments through participation in working groups and professional associations; share learnings with the team and integrate applicable practices.
+ Perform related duties as required or assigned.

+ Accepting feedback from supervisors and coworkers regarding your own safety performance.
+ Actively support programs and actions that improve our Safety Culture by:
+ Supporting the presence of safety in your department (e.g. include safety messages in business conversations; begin meetings as appropriate with a safety minute).
+ Ensuring supervisors are monitoring the safety actions of their teams (such as completing safety training, reporting incidents timely, etc.).
+ Being viewed as a safety champion by stopping work if necessary, promoting safety activities (Continuous improvement team processes, Safety & Health Improvement Plan (SHIP) activities, etc.).
+ Acknowledging compliant safety behaviors and good safety performance from members of your team(s).
**Required Qualifications** (Education, Experience, Licenses & Certifications)
+ Bachelor’s Degree in an engineering field or additional two years of experience in lieu of degree
+ Eight (8) years of engineering experience including:
+ At least 1 year of experience leading people, projects, or cross functional work.
**Preferred Qualifications** (Education, Experience, Licenses & Certifications)
+ A Washington State Professional Engineering license
+ Utility experience
Other Knowledge, Skills, and Abilities
+ Strong leadership, communication, and problem-solving skills with ability to guide teams and resolve complex issues.
+ Demonstrated success in fostering innovative, practical solutions to complex engineering and infrastructure challenges.
+ Skilled in resource planning, workload management, and coordination with internal and external stakeholders.
+ Proficient in the use of engineering tools, with the ability to interpret and apply technical data effectively
+ Knowledge of concepts, principles, theories, and methods surrounding electric utility engineering best practices; staff development methods set to engage team members and promote meaningful performance improvements; electric utility and equipment applications, testing and evaluation of line design and construction methods; working knowledge of NEC, NESC codes, IEEE standards and applicable RCW and WAC Sections.
+ Skilled in utilizing MS office products; GIS and AutoCAD software, tools, and applications.
