Executive Director – TCU/IAM Training Services Department
Primary Objective:
Seeking a professional to fill the position of Executive Director of the TCU/IAM Training Services Department in Rockville, Maryland. The Executive Director leads and shapes the TCU/IAM Advanced Training Program (Government contract), with responsibility for eight nationwide field operations and the Rockville team. The Executive Director ensures that program initiatives align with the goals of TCU/IAM, the U.S. Department of Labor, and the dynamic transportation sectors of rail, bus, and aviation.
Work Location – U.S. Resident Remote – Travel Required including to Rockville, MD Headquarters’ office, no less than a week every 2 months.
Work Hours – Full-Time 40-hour work week Monday-Friday
Start date – October 15, 2025, or as soon as feasible thereafter.
Governance/Transportation Industry/Partnerships
The Executive Director is crucial in fostering collaboration among the Federal Government, labor unions, transportation industries, and various partnerships. The Executive Director unites these key stakeholders through strategic engagement and effective communication, ensuring their combined expertise and resources lead to impactful outcomes. Key responsibilities include:
• Serve as the primary liaison to the National Office of Job Corps and the U.S. Department of Labor (DOL).
• Negotiate or seek approval for all program contracts and budgets in coordination with Department staff.
• Comply with and meet all contractual and reporting requirements deadlines, including compiling, drafting, and reviewing proposals, reports, and presentations while complying with TCU/IAM policies, federal regulations, and Job Corps standards.
• Attend and conduct meetings with DOL National and Regional Offices of Job Corps to address TSD contract and operational concerns.
• Ensure accurate recording, analysis, and distribution of program data and statistics.
• Other Duties as assigned.
Management/Personnel
The Executive Director manages a diverse team of dedicated professionals to achieve program standards and goals. Key responsibilities not only include maintaining ongoing operations and fostering a collaborative environment for everyone, but also include:
• Follow all directives, rules, and guidelines established by the TCU/IAM TSD Oversight Committee.
• Lead and supervise a nationwide team comprised of program managers, educators, recruiters, financial staff, IT communications, procurement, curriculum developers, and administrative support, promoting consistency and integrity.
• Ensure that personnel adhere to all policies set forth by the TCU/IAM as directed by the National President.
• Oversee all administrative and personnel functions within the department.
• Support all department program locations with administrative and programmatic challenges.
• Review and approve all TSD expenditures, including, but not limited to, budget reports, healthcare expenses, invoices, and staff expense accounts.
• Collaborate with field managers to enhance training program delivery and boost personnel performance.
• Oversee program curriculum development and maintain relationships with federal and union stakeholders.
• Direct all field operations, including exploring and implementing new training sites.
• Other Duties as assigned.
Skills Required
• College Degree or Minimum of 5 years of leadership experience managing a team.
• Experience or knowledge with the education and training of underserved youths or young adults.
• Ability to collaborate with high-ranking officials within the organization.
• Ability to exhibit discretion and sound judgment when dealing with confidential matters.
• Self-starter, with the ability to work independently and with a team.
• Ability to develop a strategy plan.
• Highly organized with dedication to accuracy; detail-oriented and able to prioritize and meet deadlines.
• Exceptional written and verbal communication skills.
• Reliability, punctuality, and time management are essential.
• Demonstrate a courteous and professional demeanor.
• Problem solver.
• Accessible during off-hours, as needed.
• Must be able to travel.
• Must be willing to be a union member.
Skills Preferred but Not Required
• Experience in developing/reviewing contracts.
• Knowledge of union environments
• Knowledge of rail and airline industries
• Familiarity with the Job Corps program or federally funded training initiatives.
Compensation and Benefits
• Salary: $140,000-$160,000 depending on experience
