    About the Office

    The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor on criminal justice policy and leads cross-sector efforts to reduce crime and incarceration while promoting fairness and legitimacy. MOCJ collaborates with law enforcement, city agencies, nonprofits, and community stakeholders to implement data-driven strategies that foster safe and thriving neighborhoods.

    About the Role

    The Senior Fiscal Manager plays a pivotal role in bridging fiscal operations and strategic financial oversight. Under the supervision of the Fiscal Director, the Senior Fiscal Manager will help manage the agency’s accounts payable and bookkeeping activities, ensuring compliance, and enhancing fiscal efficiency. The ideal candidate will possess strong analytical and accounting skills, a collaborative spirit, and the ability to lead financial initiatives with precision and professionalism.

    Job responsibilities include, but are not limited to:

    Invoice Oversight and Compliance

     

    - Co-manage the review and approval of vendor invoices to ensure accuracy, completeness, and strict adherence to approved budgets, contract terms, and New York City Comptroller’s directives.

     

    - Collaborate with internal and external departments to resolve billing discrepancies and ensure timely payment processing.

     

    Accounts Payable Coordination and Contracts Collaboration

     

    - Co-coordinate the payment lifecycle, ensuring timely processing and resolution of accounts payable issues.

     

    - Maintain effective communication with procurement and finance teams to support vendor relationships.

     

    - Collaborate with Contracts Unit to support contract registration and amendment packages. Ensure accurate processing of contract pre-encumbrances and encumbrances, and validation of payments from correct budget structures.

     

    Fiscal Year-End Close Management

     

    - Assist in executing year-end financial close procedures, including accruals and adjustments.

     

    - Support accurate reconciliation of accounts and ensure compliance with citywide reporting standards.

     

    - Track and report on advance recoupments.

     

    Financial Reporting and Analysis

     

    - Co-develop and analyze monthly financial reports, including payment summaries, payment advances, accruals, and other related tracking.

     

    - Provide insights and recommendations based on financial trends and variances.

     

    Internal Controls and Compliance

     

    - Contribute to the development and implementation of internal control systems that align with city, state, and federal regulations.

     

    - Participate in periodic audits and assessments to strengthen fiscal accountability and mitigate risk.

     

    Strategic Fiscal Advisory

     

    - Work alongside program and policy teams to assess the financial feasibility of new initiatives and provide fiscal guidance.

     

    - Support budget planning and resource allocation to align funding with programmatic goals.

     

    Operational Efficiency and Process Improvement

     

    - Collaborate with cross-functional teams to identify operational inefficiencies and implement process improvements.

     

    - Support the adoption of technology-driven solutions to enhance fiscal workflows and data accuracy.

     

    Executive Briefings and Stakeholder Communication

     

    - Assist in drafting financial summaries, briefing materials, and presentations for internal leadership and external stakeholders.

     

    - Help translate complex financial data into clear, actionable insights for decision-makers.

    Qualifications

    1. Do you have a baccalaureate degree from an accredited college or university?

    2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?

    3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?

    4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?

    Salary Min: $ 68,213.00
