    This position is eligible for teleworking , which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

    Opening:

    Position Objective:

    The Financial Analyst Level I, II, and III provides varying levels of support and analysis dependent on the level to the Business Planning Unit. Each level is differentiated by the level of complexity needed for various type of analysis. i.e., the least complex analysis is done by the Level I, moderately complex analysis is done by the Level II, and the most complex analysis is conducted by the Level III. The Financial Analyst role is responsible for managing the operating budget process and preparing the five-year financial plan for the New York City Transit Divisions. In addition, this position works closely with the NYC Transit management and provides analytic support to the CFO, President and MTA HQ Budget. Recent projects include Subways Action Plan budgeting and reporting, overtime monitoring, SMS, platform budget and other transit initiatives.

    Responsibilities:

    + Develop budgets and projections for future years for the departments of Operations, Maintenance, Law, Revenue Management, and others as needed.

    + Track actual expenses for non-labor categories against the budget, investigate differences, and provide variance explanations .

    + Undertake economic, revenue, and/or expenditure research projects as needed.

    + Contribute toward the writing and production of the Year-End Report, Annual Reports, Financial Plan narratives, and others.

    + Assist in the development and monitoring of the personnel budget, including capital reimbursable hours.

    + Other duties as assigned.

    Required Knowledge/Skills/Abilities :

    Analyst – Level I

     

    + Demonstrated proficiency in or ability to learn the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

    + Proficiency in and/or ability to learn communication and interpersonal skills.

    + Proficiency in and/or ability to learn organizational and presentation skills.

    + Proficiency in and/or ability to learn to work with all internal levels within a given organization.

    + Proficiency in and/or ability to learn, communicate, and interact well with external agencies.

    + Proficiency in and/or ability to learn to complete short- and long-term projects effectively and as efficiently as possible.

    + Proficiency in and/or ability to learn analytical and/or quantitative skills.

     

    Analyst – Level II

     

    + Demonstrated proficiency in or ability to learn the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

    + Knowledge of Multidimensional Database Management systems such as Hyperion Essbase or related systems.

    + Must possess excellent communication and interpersonal skills.

    + Must have demonstrated ability to learn organizational and presentation skills.

    + Must be able to work with all internal levels within a given organization.

    + Must possess the ability to communicate and interact well with external agencies.

    + Must possess the ability to complete short- and long-term projects effectively and as efficiently as possible.

    + Must possess analytical and/or quantitative skills.

     

    Analyst – Level III

     

    + Demonstrated proficiency in or ability to learn the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

    + Must possess excellent communication and interpersonal skills.

    + Must possess strong organizational and presentation skills.

    + Must possess demonstrated ability to work with all internal levels within a given organization.

    + Must possess demonstrated ability to communicate and interact well with external agencies.

    + Must possess demonstrated ability to complete short- and long-term projects effectively and as efficiently.

    + Must possess demonstrated analytical and/or quantitative skills.

    Required Education and Experience:

    Analyst – Level I

     

    + Bachelor’s degree in Business , Transportation, Public Policy, or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.

     

    Analyst – Level II

     

    + Bachelor’s degree in Business , Transportation, Public Policy, or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.

    + Minimum 2 years of related experience.

     

    Analyst – Level III

     

    + Bachelor’s degree in Business , Transportation, Public Policy, or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.

    + Minimum 4 years of related experience.

    The F ollowing is/are preferred for the three levels :

    + Knowledge of Multidimensional Database Management systems such as Hyperion Essbase.

    + Master’s degree in a related field.

    + Familiarity with the MTA’s policies and procedures.

    + Familiarity with the New York City Subway System and its operations .

     

    Other Information

     

    May need to work outside of normal work hours (i.e., evenings and weekends)

     

    Travel may be required to other MTA locations or other external sites .
