Information Systems Manager

CTG is seeking to fill a Information Systems Manager opening for our client in Niagara Falls, NY.
**Location:** Niagara Falls, NY
**Duration:** Contract to Hire
Duties:
+ Direct and coordinate all activities of the Management Information Systems department, including system analysis, programming, and operations.
+ Manage and implement IT projects or enhancements, establishing priorities across full project life cycles from planning through implementation.
+ Design project plans, identify needs, define tasks and milestones, allocate resources, and monitor progress.
+ Coordinate the development of new systems and applications or modifications to existing systems.
+ Plan, organize, and oversee computer programming, database administration, systems analysis/design, and office automation.
+ Develop project proposals, cost estimates, timelines, and hardware/software specifications.
+ Schedule acquisitions, installations, validation, testing, and training for technology solutions.
+ Ensure completion of contracted work and lead project status meetings.
+ Perform business/systems analysis, including cost-benefit studies and workflow documentation.
+ Recommend hardware, software, and system upgrades to meet user requirements.
+ Provide user training, ongoing needs assessments, and application support.
+ Oversee web development projects when required.
+ Supervise and develop assigned staff, define roles and responsibilities, and manage performance.
Skills:
+ Comprehensive knowledge of modern IT principles, procedures, and equipment.
+ Strong understanding of current innovations in information systems and public administration.
+ Proficiency in system analysis, project planning, and design of computerized operations.
+ Familiarity with network hardware, software, and service applications.
+ Ability to negotiate and manage vendor contracts.
+ Strong leadership, organizational, and decision-making skills.
+ Excellent verbal and written communication abilities.
+ Skilled in managing multiple initiatives simultaneously and meeting deadlines.
Experience:
+ **Option A:** Bachelor’s degree in Computer Science, Information Technology, or related field, plus two (2) years of full-time paid experience supervising, installing, or programming microcomputer hardware/software, and administering LAN/WAN networks, including IT project coordination.
+ **Option B:** Associate’s degree in a related field, plus four (4) years of full-time paid experience as above, with at least two (2) years in IT project coordination.
+ Minimum of two (2) years of qualifying experience required; additional education beyond a Bachelor’s cannot substitute for the experience requirement.
Education:
+ Bachelor’s or Associate’s degree in Computer Science, Information Technology, Management Information Systems, or related field (per experience qualifications above).
Excellent verbal and written English communication skills and the ability to interact professionally with a diverse group are required.
