    Description of Work Unit

    The Colorado State University Police Department ( CSUPD ) promotes a safe and secure CSU community by combining proactive non-traditional police services consisting of education, engagement, and outreach, with traditional police services such as proactive programs, and emergency responses. CSUPD provides proactive police services through education and engagement with the CSU community.

    Position Summary

    This position is assigned to the Patrol Division of CSUPD , which falls under Safety and Risk Services, and includes all Patrol functions. However, all CSUPD Captains may rotate to other units and, therefore, must be knowledgeable in a variety of leadership/managerial functions and duties. This is a sworn law enforcement position that requires patrol-level certification in Arrest Control / Defensive Tactics, Firearms, Emergency Vehicle Operations, and all Colorado POST Rule 28 training requirements.

     

    Comprehensive duties applicable at this level include the supervision of sworn and civilian staff members within the police department. This requires direct and indirect leadership, teamwork, discipline, training, staff development, and mentoring. Additionally, Captains are expected to provide leadership both internal and external to the department and participate in law enforcement and police duties as needed. This position primarily supervises uniformed police officers, and manages administrative duties related to the patrol mission.

     

    This includes representing the Chief of Police and/or CSUPD at meetings and events, networking with a variety of stakeholders on matters related to a wide range of safety and security issues, and acting in a manner most likely to net positive collaborations. CSUPD Captains must also excel at communicating in oral, written, and electronic formats with broad-based communities and individuals. This position is often the point of contact for many campus and community stakeholders and administrative colleagues, including organizations and working groups both internal and external to the institution.

     

    The position must be adept at strategic planning/problem solving, which includes organizational development and training. An absolute commitment to the mission, vision, and values of CSUPD is critical. This mandates a high level of professionalism, ethics, and cooperation in the performance and execution of all duties.

    Required Job Qualifications

    + Associate’s degree or equivalent college coursework in criminal justice, business, sociology, or an equivalent combination of education and/or experience may substitute for education requirements.(30 credits = 1 year experience).

    + 7+ years’ experience in a law enforcement agency, of which 3+ must have been in a leadership position at the rank of Sergeant or higher.

    + POST certification, or equivalent.

    + Please Note: Out-of-state applicants must obtain a Colorado provisional POST certification letter before the first day of employment AND must successfully challenge Colorado POST within. 6 months after obtaining a Colorado provisional POST certification letter.

    Preferred Job Qualifications

    + Bachelor’s Degree or higher in an applicable field such as Business, Sociology, or Criminal Justice

    + Demonstrated knowledge and ability to execute principles of the Incident Command System.

    + Ability to develop and execute policy/objectives including administrative review processes within the expectations of the organization, and with specific consideration to federal/state mandates.

    + A high level of proficiency in all forms of communication (verbal, written, electronic).

    + Experience in developing honest, transparent interpersonal relationships among subordinates, supervisors, colleagues, and the general public.

    + Experience in working productively in a dynamic 24-hour organization and group setting.

    + A broad scope of specific law enforcement experience working within a campus setting. *Examples may include serving in a variety of assignments, specialized units/task forces, leading committees, working with on- and off-campus stakeholders, and handling emergency situations.

    Essential Duties

    Duty/Responsibility

    + This position provides command-level oversight of daily operations to ensure a safe and secure campus environment. Responsibilities include the assignment, coordination, and review of work related to emergency response, law enforcement, criminal investigations, traffic enforcement, and emergency preparedness. The position also leads collaborative efforts with campus partners such as shelter services, counseling, and victim advocacy programs to support a holistic approach to public safety.

    + The incumbent manages a range of administrative functions related to field services, including the review of use-of-force and vehicle pursuit reports, approval of timesheets and leave requests, fiscal oversight of equipment and training budgets, and monitoring overtime usage. This position also conducts performance evaluations, provides mentorship, and oversees the discipline processes for personnel within the patrol unit.

    + Supervising four Sergeants, the position regularly analyzes operations, procedures, and equipment needs, making recommendations for improvement, modification, or procurement. The incumbent is responsible for establishing, updating, and implementing internal operational procedures and monitoring associated budgetary expenditures.

    + Additional duties include assisting with managing security planning and operations for special events, coordinating directed patrols and targeted enforcement initiatives (e.g., alcohol, drug, traffic, bicycle, and DUI violations), and maintaining partnerships with regional law enforcement agencies and the criminal justice system through mutual aid agreements (MOUs and IGAs). The position also supports regional emergency management coordination as needed.

    + This position is responsible for enforcing all laws and statues of the State of Colorado.

    + Represents the State of Colorado and the Colorado State University Police Department in all job related civil and criminal judicial processes as required. Maintains skills necessary to perform the job functions and certifications required of a Colorado Police Officer. Will also require the regular performance of field service duties as needed. May serve as the Department Representative to the Northern Region Colorado POST board.

    + Oversees the performance and responsibilities of the Training Sergeant. To include but not limited to: in-service training, continuing education for sworn and non-sworn staff, Co POST training mandates, field training program, on-boarding new hires, which includes liaising with FRCC during cadet training, and investigating lower-level complaints as needed. If required, can supplement staffing for events as necessary to meet staffing requirements for the event.
