    Description

    Job Summary:Under the direction of the Surface Water Programs Manager, provides technical assistance, expertise, coordination, development, and implementation of programs to meet Stormwater Comprehensive Plan objectives, including City compliance with current NPDES (National Pollution Discharge Elimination Systems) Phase II Stormwater Permit. Performs development review and coordinates stormwater programs

    Essential Duties

    Examples of Work Performed

     

    + Reviews and provides thorough analysis of stormwater development plans for conformance to City, State, and Federal codes and regulations. Communicates with project applicants regarding stormwater requirements for development.

    + Coordinates, provides technical expertise, and supports the Utility’s inspection and asset management programs, including ongoing pipe inspections, illicit discharge detection, private facility inspections, and source control.

    + Coordinates activities and provides recommendations to supervisor related to implementing illicit discharge detection and elimination program.

    + Coordinates with staff, contractors, and other jurisdictions to implement water quality education and outreach.

    + Makes recommendations to supervisor regarding stormwater education and outreach programs and budgets.

    + Conducts thorough and complete research and analysis for staff reports and preparation of code enforcement.

    + Researches private/public storm drainage systems and advises and educates property owners on drainage and surface water quality issues; troubleshoots problems and recommends solutions.

    + Coordinates with agencies at all levels on issues including, but not limited to, public health, spills, water quality, and dangerous waste.

    + Manages small contracts for services to support stormwater programs.

    + Prepares grant applications and other documents to obtain alternative or supplemental funding sources for programs, and assists with grant administration.

    + Prepares annual National Pollutant Discharge Elimination System (NPDES) reports and provides consistent and clear communication with regulatory agencies.

    + Backs up Surface Water Technician in field inspections, spill response, and GIS mapping, as needed.

    + Keep supervisor informed of problems, progress, and emerging issues.

    + Regular attendance and ability to work scheduled hours.

    + Perform fieldwork as required.

    + Work independently with little direction

     

    Perform other duties as assigned.

    Required Knowledge, Skills and Abilities:

    Knowledge of:

    + Water resources, hydrology and water quality sampling and analysis

    + NPDES Phase II Stormwater Permit

    + Modern principles, techniques and theories of surface water management and control

    + Federal, State, and local water quality standards, regulations, and guidelines

    + Pollution sources and pollutants pertaining to surface water

    + Effective methods of organizing and utilizing data and equipment

    Skilled in:

    + Correct English usage, grammar, spelling, punctuation, and vocabulary

    + Oral and written communication skills

    + Interpersonal skills utilizing tact, patience, and courtesy

    Ability to:

    + Read ad interpret Federal and State water quality rules and regulations

    + How to apply current Stormwater Management Manual for Western Washington

    + Understand engineering drainage plans

    + Analyze water quality data and draw conclusions about sources of pollution and impacts

    + Use GIS and other software programs to track inspections

    + Ability to establish and maintain effective working relationships with employees and public

    + Ability to use the tools of the trade

    + Ability to understand and follow written and oral directions

    Duties are performed in an office environment with frequent field work. While performing the duties of this job, the employee is regularly required to sit and use hands to finger, handle, or feel objects, tools, or controls. The employee frequently is required to talk or hear. The employee is required to stand, walk, reach with hands and arms; and stoop, kneel, crouch, or crawl.

     

    Requires the ability to work outdoors in all types of weather. Requires ability to operate a motor vehicle.

     

    The employee must regularly lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

     

    The noise level in the work environment is usually moderate.

    Qualifications

    Minimum Qualifications:

    Any equivalent combination of education and experience which provides the applicant with knowledge, skills and abilities required to perform the job. A typical way to obtain the knowledge and ability would be:

     

    Experience: Three or more years relevant experience in storm or sewer, including one year inspection experience of storm drainage and water quality treatment systems. Experience in the review and design of storm drainage and surface water quality treatment systems; experience monitoring surface water quality, and

     

    Education: Equivalent of two years college level courses in environmental science, civil or environmental engineering, biology, chemistry, water resources or related field. A bachelor’s degree in Science or Engineering is desirable.

    Required Licenses or Certifications:

    + Certified Erosion Sediment Control Lead (CESCL).

    + Valid State of Washington Driver License with a driving record acceptable to the City.

    + Must be able to successfully pass a background check

    + Ability to acquire NASSCO PACP certification within 6 months of hire
