    Summary You will serve as the Senior Scientist for Electronic Warfare (EW) Technologies in the Tactical Electronic Warfare Division (TEWD) of the Naval Research Laboratory (NRL) located in Washington, DC. The ST for EW Technologies provides vision and direction for the establishment and execution of coherent research programs to advance science and engineering concepts for new and novel EW sub-systems and systems. Responsibilities You will develop, plan, guide, execute, and maintain multi-disciplinary research programs having national and international impact in the field of EW. This includes acquiring an ongoing basis of funding for your research programs. You will be nationally and internationally recognized as a leading expert in EW, including a proven record of initiating outstanding research efforts that meet the needs of the DoD. You will use your demonstrated leadership to bring together teams of researchers. You will perform research and development related to EW technologies using demonstrated knowledge of physics and engineering science of electromagnetic theory as it applies to EW technologies. You will analyze conventional and non-conventional radar signals using comprehensive knowledge of the science of radar fundamentals including signal processing, noise mitigation, and propagation phenomenology. You will create realistic and leading edge electronic false target methods and techniques based on your expertise in discriminant and target signatures. You will identify and develop countermeasure approaches using both processed and raw intelligence information. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1. Demonstrated competence in planning and conducting research in the field of Electronic Warfare Technologies. TQ 2. Ability to conceive, plan, coordinate and lead complex research projects in areas of competence and to obtain research support from funding agencies through research proposals in these areas. TQ 3. Ability to provide subject matter expertise as a senior advisor to the U.S. Navy, U.S. Marine Corps, DoD, and other government and international partners. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For the 0855 Electronics Engineering: A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -or- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or (II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or (IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) For 1310 Physics Series: A. Degree: physics; or related degree that included at least 24 semester hours in physics. -or- B. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. Additional Information This position is a Senior Scientific position in the federal government. Senior Scientific and professional employees are in non-executive positions whose duties are broad and complex enough to be classified above GS 15 level. Senior level positions involve performance of high-level research and development in the physical, biological, medical, or engineering sciences.
